Vice President, Finance Data System & Decision Support (Hybrid)

Resp & Qualifications

PURPOSE:
The Vice President, Finance Data System and Decision Support is responsible for the technological transformation of corporate data systems resulting in effective financial and business decision-making.   Key areas of focus include process evaluation and automation, data system implementations and expansion, operational assessments, project management, data analytics support, and involvement in strategic business initiatives. Design and deliver internal solutions in partnership with enterprise-wide initiatives.

ESSENTIAL FUNCTIONS:
Data Systems

  • Define and implement a strategic business and system architecture to maximize the analytic ability of the Finance Division to support the attainment of the company’s underwriting gain. 

  • Partner with Corporate Information Technology and Finance Leadership to understand business needs and develop solutions for financial systems applications.

  • Establish and enable the strategic technology direction and capability for Finance to meet its objectives; work closely with senior executives to understand their vision; balance Finance-led technical resources with Corporate IT function and resources to design and deliver appropriate solutions.

  • Collaborate with the Finance Leaders for the Management Reporting, Budgeting and Planning, Cost Management, Profitability, Business Line Management reporting, and Technology Cost Management departments to ensure their organizational technology goals are met.

Decision Support

  • Oversee the integration of data and processes to support analyses for CFO and CEO-directed inquiries to understand and mitigate unfavorable financial impact as well as understand potential impacts that result from new regulations and new business activities.
  • Align initiative plans with the business plan, including calculation and tracking of investment and benefit values.• Partner with internal stakeholders to implement data solutions to enable Actuarial and other Finance divisions to support the company’s strategic initiatives and objectives such as PCMH, Exchange positioning, provider network analysis, bending the cost curve, etc.
  • Oversee the actuarial data analytics support of core actuarial activities (Rate Filings/Objections, Trend reporting, and analysis, IBNRs, Forecasting, etc) as well as collaborating on new and innovative projects embarked upon by Actuarial.
  • Oversee the governance, integrity, and stewardship of financial and enrollment information that is critical for use in actuarial analysis.
  • Align initiative plans with the business plan, including calculation and tracking of investment and benefit values.

Center of Excellence and Project

  • Establish and oversee an automation center of excellence; assess existing solutions to determine untapped functionality and automation. Work with system team members and implement solutions for expansion and improvement.

  • In collaboration with business leads, SMEs, and other functional leads throughout the organization, document resource requirements for specific initiatives and operate through appropriate business channels to engage resources necessary to facilitate timely project implementation.

  • Oversees the strategic and the day-to-day activities of the Department, including directing, coaching, and guiding associates to implement departmental, divisional, and organizational mission/goals. Recruits, retains and develops a high performing team. Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policies and procedures. Develops annual goals, and prepares, monitors, and analyzes variances of departmental budgets to control and appropriately allocate resources.


SUPERVISORY RESPONSIBILITY:
This position manages people.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Finance, IT or related field.

Experience: 12 years experience in Healthcare Finance and Financial Systems management with 5 years of leadership experience.

Preferred Qualifications:

  • MBA
  • Master's Degree in Finance
  • IT Systems Management

Knowledge, Skills and Abilities (KSAs)

  • A strong and influential communicator with experience in communicating across large teams including senior executives.
  • Strong analytical skills with an ability to provide thoughtful impact analysis.
  • Ability to articulate complex concepts into simple language.
  • Experienced to lead and work within Agile, Waterfall, and Hybrid project models.
  • Ability to leverage analytical, process, and program management skills to resolve issues.
  • Strong problem-solving skills with the ability to exercise sound judgment and make solid recommendations, including formulating strategies followed by very focused delivery and execution plans.
  • Identify opportunities to automate processes to improve efficiencies.
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
