PURPOSE:
The Program Manager, Community Health & Social Impact, manages end-to-end oversight of key business initiatives that advance health equity and address the social determinants of health. Key focus areas include economic and community development, coalition building, policy advocacy, and authentic community engagement. The Program Manager drives teams, as well as internal and external projects to maintain and enhance program performance over time. Guides stakeholders through key decisions and coordinates activities across departments. Facilitates process improvement and identifies and articulates stakeholder needs to drive strategies and maximize outcomes related to ROI, customer satisfaction, and organizational metrics and performance.
ESSENTIAL FUNCTIONS:
Manages new initiatives and support cross-functional program(s) that measurably eliminate health disparities, address social determinants, and reduce total cost of care. This include public health programs and interventions and related overarching strategic business initiatives. Coordinates project interdependencies including proactively monitoring progress, resolving issues and initiating appropriate corrective action. Identifies process improvement opportunities and takes initiative to implement enhancements to maximize outcomes and growth.
Cultivates and maintains positive relationships with internal and external stakeholders to launch, maintain, implement, and enhance public health programs, especially programs that address the underlying social and economic conditions as well as social risk factors, or the adverse social conditions associated with poor health, such as food insecurity and housing instability. Provides direction and motivation to project teams in a matrixed environment. Drives outcomes by fostering a collaborative culture. Manages relationships with key stakeholders, including management and vendors.
Measures, evaluates and reports on program(s) performance related to health and wellbeing, social needs, ROI, customer satisfaction, quality and other organizational metrics. Effectively forecasts and manages people, process and technology related resources to ensure successful achievement of corporate goals. Develop the intellectual capital (e.g., papers, journal articles) that positions CareFirst as a thought leader in addressing social determinants of health and reductions in total cost of care.
Guides stakeholders and leadership through key decisions and coordinates activities internally and across network of partners. Maintains program documentation and reports on progress at regular intervals.
SUPERVISORY RESPONSIBILITY:
Leads a team utilizing a matrix management system
QUALIFICATIONS:
Education Level: Bachelor's Degree in Business Management or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 8 years project management or program management experience.
Preferred Qualifications:
Knowledge, Skills and Abilities (KSAs)
Licenses/Certifications: Certified Project Management Professional (PMP)-PMI Preferred.
