Directs the Human Resources function and staff for the Washington DC CareFirst Administrative Headquarters and Subsidiaries. Directs and manages onsite human capital strategies and principles. Facilitates the implementation and application of effective workforce strategies, policies and practices while ensuring that positive associate relations, diversity and legal considerations are supported. This position is part of the senior management team for this region, and actively participates in the development of business strategies as the expert for workforce deployment and Human Resource implications. 


  1. Under the direction of the SVP, Human Resources and Regional Director Human Resources, the essential duties and responsibilities include, but are not limited to, the following:
  2. Directs Associate Relations function throughout the D.M.V. (D.C, Maryland [assigned locations] and Virginia) to ensure effective delivery, implementation and maintenance of human resource strategies, principles, policies, and programs which provide management the tools and environment necessary to attract, retain, and motivate a highly qualified and successful workforce. Ensures the delivery of appropriate interventions to assist in proactive problem resolution for client areas, and to promote positive associate relations.
  3. Collaborates and provides direct support to Senior Management on a wide range of Human Resources and business issues in support of positive associate relations, employee engagement, change management, corporate policy implementation, while driving performance aligned with strategic business plans.
  4. Oversees the implementation of programs that impact the total well-being of associates including strong wellness, diversity, communications and recognition programs. Collaborates with Corporate staff to implement programs that are effective, compliant, and aligned with overall corporate direction and goals. Responsible for positively representing the company as it relates to associate involvement in the community and the coordination of related associate activities. 
  5. Directs the development of training, performance management, team and management development directly impacting individual performance and divisional goals. Develops the department’s management and staff to levels of performance consistent with their potential and encourages them to do the same with their associates. Collaborates with Corporate Training and Organizational Development to deliver programs that are consistent with corporate strategy and philosophy. 
  6. Oversees the development, administration, and monitoring of the annual departmental goals, local program compliance, metrics and budget for HR including the support and achievement of divisional and corporate goals. 


Required: Bachelor’s degree in Human Resource Management or related field, or equivalent experience, and a minimum of 8-10 years of related HR experience preferably in an Associate Relations capacity. At least 5 years of experience in Human Resources at the manager level or higher. Demonstrated expertise in positive associate relations, complex HR policies, programs, and procedures.

Abilities/Skills: Demonstrated managerial and leadership, organizational and analytical skills. The ability to interact and influence at all levels of the organization. Experience in development and monitoring of performance metrics, and excellent oral and written communication skills.

Preferred: Master’s degree in Human Resource Management or related field
