Senior Software Engineer, Federal Employee Program

Resp & Qualifications

PRINCIPAL ACCOUNTABILITIES:  Under the general direction of the Manager, FEP Benefits and Claims Delivery, and senior technical staff, the incumbent's accountabilities include:

  • Performs coding and testing on a variety of applications, and creates efficient and maintainable code for new or enhanced applications and subsystems. Utilizes appropriate programming language or integration tools to enhance the functionality of existing applications
  • Seeks out the necessary assistance and guidance from the senior technical staff and spends sufficient time in understanding the SDLC, technical system architecture and technologies being used. Gains business domain knowledge and understanding of the functionality offered by the various systems
  • Proactively seeks to learn and understand the Insurance/Healthcare industry and the business functions of various clients
  • Develops and maintains technical knowledge through training, classes, research and partnership with technical colleagues

Production Support:  Provides technical assistance to Production Support teams, Applications Delivery teams, Operations team, Business Clients and the Help Desk in order to resolve Test and Production problems. Provides 24x7 on call support for assigned systems and software when necessary. 

This position is subject to being "on call" for emergency situations requiring immediate resolution.  Occasional weekend work may be required.  Local travel to other CareFirst offices may be required.  Candidate must be U.S. Citizen or possess an active EAD/Green Card.


Required:  This position requires a BA/BS in Computer Science or equivalent experience plus a minimum of 4 years of experience as a Software Engineer or Programmer/Analyst using the following technologies:

  • CICS
  • DB2
  • JCL
  • TS0/ISPF
  • MQSeries
  • Websphere
  • Web Services
  • Clist and/or REXX language
  • SMP/E, MVS Utilities
  • FileAid/AbendAid/XPediter
  • MicroFocus/Serena ChangeMan


Preferred:  Knowledge of software development best practices (RUP, XP, Agile, Waterfall).  Experience in the insurance and/or healthcare industry is highly desirable. Knowledge of Java, J2EE, the Eclipse Framework (Eclipse, MyEclipse, or Topaz Workbench), scripting and test automation tools and techniques.


Abilities/Skills:  Candidates should have experience working with teams in a heavily matrixed organization and show a propensity for dealing with the user community in a highly professional non-technical manner.  Technical expertise with claims, benefits, enrollment, or provider systems preferred. Flexibility is essential to this position (candidates should be willing to learn new technologies, to implement new processes, and be able to take direction).

This position will require solid application development and analytical skills, as well as the ability to learn new technologies quickly based on prior experiences with similar tools and an understanding of infrastructure. The candidate must be able to able to work semi-independently, assist team members as necessary, prepare reports to track progress as required, conduct training, and prepare documentation and training materials as required. Good organizational and documentation skills will be essential to ensuring developed source code can be interpreted by other members of the development team. Superior written and verbal communication skills and the ability to present technical terminology in a clear and concise manner to clients and colleagues of all levels are critical success factors.
