Junior Software Engineer, Federal Employee Program

PRINCIPAL ACCOUNTABILITIES:

The Federal Employee Operations Center team is looking for software engineers to help us build the future of health care. CareFirst is the health care marketplace leader in more ways than one. This team provides solutions in support of federal employees and owns the full lifecycle development of these solutions, including the web portal, and claims processing. In this role, you will own, design, build, and operate software components and services that support internal and external teams. This includes involvement from definition, through design, coding and delivery.

The ideal candidate will work well as part of a team and independently, will have a passion for learning and sharing knowledge, and a balance of strong technical and communication skills.

BASIC QUALIFICATIONS:

  • Bachelor's degree in Computer Science or related field, and 0-1 year work experience. 4 years related work can be substituted for Bachelor’s degree
  • Working Knowledge of Computer Science fundamentals in data structures, algorithm design, and problem solving
  • Proficiency in developing objected-oriented software, with experience in one or more relevant languages (Java/J2EE, C#, Python, Ruby)
  • Proficiency in JavaScript, Ajax, HTML and CSS
  • Working knowledge of relational databases, DB2, MS SQL or similar
  • Working knowledge of using source control, SVN, git or similar
  • Strong verbal and written communication skills
  • A strong sense of customer focus, ownership, and urgency

PREFERRED QUALIFICATIONS:

  • Fluency in Java and core Java classes, and Struts, Spring, log4j
  • Experience building web services and resilient distributed systems
  • Knowledge of software development methodologies and best practices (Agile,  Waterfall)
  • Knowledge of J2EE applications servers (WebSphere, WebLogic, Jboss)
  • Experience with build and test tools( Ant, Maven, Junit)
  • Experience developing on multiple platforms (Unix, Linux, Windows)
  • Working knowledge of network troubleshooting

TRAVEL:

Occasional travel to CareFirst sites in Reston, VA and Baltimore, MD

DEVOPS:

Occasional off-hours support for troubleshooting, installation support and incident management

REQUIREMENTS:

  • Must be eligible to work in the United States without Sponsorship
  • Candidates must be willing and able to pass a background investigation which may include level 6C security, Public Trust clearance.
