PRINCIPAL ACCOUNTABILITIES:  Under the general supervision of the Manager, Underwriting Systems, and with minimal direction, the incumbent’s principal accountabilities include, but are not limited to, the following:

Supervise updates to and maintenance on the rating system in compliance with approved 51+ rate filings.  Meet or exceed all MAR Audit Standards.  Manage the Rating system monthly code deployments by assigning resources, conducting peer reviews, creating test cases, conducting Go/No Go meetings and sending timely user notifications.

Ensure monthly production processes and reports are completed and accurate by deliverable dates.  Ensure that proper approvals are obtained from business owners.  Monitor the AURA support mailbox to confirm that agreed upon SLAs are met.

Collaborate with project teams to identify requirements and meet deliverable dates.   Ensure direct reports understand the work effort and have the information needed to implement the requested changes.

Ensure that team members have appropriate training and tools to meet team and section goals.  Build team knowledge base by creating professional development plans with team members; identify learning/developmental opportunities for team members; challenge and empower team members to take on more responsibility, promote teamwork, and build an atmosphere of cooperation and quality customer service. Responsible for coaching, motivating, counseling, hiring and developing team members within the context of corporate policy.

Maintains focus on quality improvement, making recommendations and assisting in implementation of changes for improved efficiencies, accuracy, and workflows. Responsible for developing, updating and maintaining SOPs.  Works with manager to ensure robust controls are in place for compliant operations. Ensures compliance with internal controls and standards.  Acts as back-up liaison with both internal and external auditors.  Must be able to identify problems and work with Manager to resolve them.

Assists manager and director as necessary with special projects and assignments, taking the lead independently as appropriate.

SUPERVISORY ACCOUNTABILITIES:  Leads a team of 2 – 5 staff members in the Programmer Analyst job family, 1-2 staff members in the Business Analyst job family, and any Contractors hired to augment the team.
 
QUALIFICATION REQUIREMENTS
Required:  This position requires a BA/BS in computer science or related field, a certification from a technical school, OR equivalent work experience.  A minimum of 3-5 years of experience in high-level systems and/or applications and/or network design and/or architecture, business analysis, development and tuning, as well as with database design and access, and familiarity with networking fundamentals.  Must possess the technical knowledge for system design, data management and other skills related to system development.  Strong knowledge and demonstrated ability to manage SDLC processes.  Demonstrated experience leading projects or teams. 

Abilities/Skills:  Experience with business and systems analysis, design methodologies and tools, and experience with large and complex systems.  It is essential that the individual possess highly developed analytical skills and have a proven track record of creating constructive change, including the use of automation.  
The incumbent must have excellent written and oral communication skills, and the ability to explain complex topics clearly to diverse audiences.   S/he must be able to constructively build consensus for ideas, plan and organize projects, and envision/operationalize ways to streamline work processes.  Ability to balance multiple tasks, perform within strict time frames, and motivate and sustain high levels of productivity from a diverse staff. 

Preferred:  7+ years of Health insurance experience.  Broad understanding of rating, as well as Sales and Account Implementation processes.  Awareness of new systems technologies and how they could be leveraged to benefit the Underwriting division and corporate initiatives.  Experience with multi-system/platform program integration.  Demonstrated high-level skills in at least one of the following:  logical and physical applications design; technical documentation; full-cycle system development; networking; security; web and/or web application server administration; NT, UNIX, and/or mainframe systems administration.
