The Data Analyst Manager manages and performs data analysis tasks on a variety of CareFirst FEPOC Data projects throughout the software development lifecycle process. Specifically, this role takes point from a data expert perspective on data profiling, gap analysis and data mapping activities in support of the migration and adoption of the enterprise data environment. As a Manager, this position shall assist his leadership team to provide project estimates / schedules to their customers, ensuring project milestones are met through proper data design / data validation, coordinate information technology staff in their development of data integration, lead the team in the pursuit of data quality objectives, and report to senior executives on the status of their projects.
PRINCIPAL ACCOUNTABILITIES: Under the guidance of the Director the incumbent is responsible for, but are not limited to, the following:
Manages a team’s daily activities; assigns and delegates work responsibilities to team members as required for various projects, monitors project plans, project deliverables, resource hours and budget. Develops and manages the priority of work requests and resources to ensure the delivery of quality products based upon defined requests. Keeps subordinates informed on Corporate and Departmental policies and procedures and ensure that they are followed.
Provides leadership to team members including: hiring, setting goals, salary adjustments within budget and corporate guidelines, performance management, staff development and advancement, performance plans for team members and performance feedback, training sessions related to data/process/system knowledge, answering questions, providing coaching and counseling, helping to set deadlines, setting an example of how to accomplish tasks in an effective manner.
Ensures that team members have appropriate training and tools to meet team and section goals. Build team knowledge base by creating professional development plans with team members; identify opportunities for team members; challenge and empower team members to take on more responsibility, promote teamwork, and build an atmosphere of cooperation and quality customer service. The IT supervisor is responsible for coaching, motivating, counseling, hiring and developing team members within the context of corporate policy.
Assists, as needed, with higher level tasks – acts as a subject matter expert. Promotes the awareness and adoption of business intelligence products and services, data analytics and analytical processing, online reports, graphs and charts.
Researches technical, business and theoretical developments in the field to ensure that customers are receiving the most effective support to meet business objectives.
Data Design, Development
Leads in designing and defining core data analysis assets that support the long-term business strategy for data development efforts.
Look for standardization and reuse opportunities, abstractions and patterns across classes and components to streamline design and development of data solutions.
With knowledge of the organization's data, infrastructure, hardware, systems software and protocols, act as a consultative resource for strategy, system design, development and/or modifications of software/procedures to solve business solutions across multiple heterogeneous platforms.
Drives the solution design and solution review to ensure the data integration design meets the technical objectives, business requirements, and standards.
Ensures solutions are designed for optimum data quality and performance and provide suggestions for ways to restructure designs to achieve optimal performance.
Drives the design, develop, test and implementation of maintainable data logic for existing and new applications in accordance with the specifications.
Reports to executive management on all project work and lessons learned as projects are closed.
Day to Day Support
Presents to Executive Management data profiling results, and areas for improvement.
Leads development of gap analyses to assess compatibility and effort for data migration projects.
Leads data profiling of source data to assess quality of data, validate business rules and identify data anomalies.
Leads development of source to target data mappings based on business rules in support of migration to new enterprise data platform.
Coordinates with the data integration, testing and information security teams to provide applicable test data management for defect validation.
Coordinates with program management and Product Directors on the prioritization and resourcing of data analysts.
Assists with the intake process for new projects or when changes are requested to provide estimates and input on approach.
Completes data analysis, data design, and data validation per the specifications of a project.
Defines best practice approaches for data profiling and data mapping and ensures adherence across all data projects.
Will handle all management functions for the associates and contractors including, but not limited to, hiring, training, performance plans, performance assessments, salary administration, compliance with corporate policies, delegation of responsibilities, coordination of workflow and establishment of priorities.
BA/BS in Computer Science, Engineering, Math, Actuarial Science, Information Systems, or other related IT field or equivalent work experience.
A minimum of 10 years of experience with data analysis, data quality, database management systems, ETL systems, business intelligence tools, and testing.
