Lead Financial Analyst

Resp & Qualifications

PRINCIPAL ACCOUNTABILITIES: Under the direction of the TOS IT Operations VP and Directors, responsibilities include, but are not limited to:

 

Operating Plan Management (Expense/Capital)

 

  • Oversee monthly operating expense variance analysis (in concert with IT Operations Leadership)
  • Understand, represent and ensure visibility of cost drivers
  • Development of action plans to mitigate variance to plan
  • Provide guidance and/or oversight to IT Operations leadership regarding financial matters
  • General support / compilation of executive presentations as appropriate
  • Provide support for corporate financial process changes
  • Oversee Corporate Initiative Project Budgets for which IT Operations is responsible– Monthly Expense and Capital
  • Play a lead role in the annual budget process for the IT Operations team relative to development and submission of proposed budgets
  • Review IT expenditures against the IT Operating Plan, including review of Executive Summaries and requests for IT Staffing (internal & external), and tracking of same to ensure budget/cost center accuracy.
  • IT Financial Performance Metrics - Coordinate, Compile, Summarize, Validate and produce monthly and quarterly reports on behalf of the IT Operations department relative to Financials

Procurement and Contract Management

  • Track IT Operations Vendors and ensure vendor management efforts are compliant with CareFirst processes, corporate policies, Procurement, Legal and other essential partners.
  • Track Executive Summaries and IT Operations initiated purchases through the procurement pipeline
  • Develop a strong partnership with the TOS Finance team
  • Maintain awareness of procurement processes and support team in meetings and negotiations as required
  • Contribute towards and report on cost reduction initiatives
  • Track and report on contractor utilization within IT Operations, including DTD and SOW based
  • Establish relationships and engage in meetings as necessary to understand and review service agreements for which IT Operations has budget responsibilities, including telecommunications and software as a service vendors.
  • Maintain awareness of software licensing agreements for which IT Operations is responsible, interfacing with the Asset Management team to review contracts, entitlements etc.

 

Project and Operational Support

  • Assist IT Operations leadership with any audit items involving financial policies
  • Maintain awareness of corporate and divisional financial policies and ensure compliance with same within team
  • Provides ad hoc training as required for new IT Operations budget managers as well as for existing team members relative to changes.  Guide budget development and management process by establishing and enforcing policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions
  • Ensures awareness of PMO governance relative to budget tracking for Corporate Initiatives and tracking of reporting of associate time through Clarity.  Produce reports for management team as required
  • Assist with special projects and other duties or assignments as requested by management

Development

  • Maintains awareness of confidentiality requirements and policies surrounding financial data, and protects CareFirst operations at all times by keeping financial information confidential.
  • Maintains awareness of budget management best practices and processes
  • Maintains awareness of corporate, divisional and departmental financial goals.
  • Maintains subject matter knowledge and technical knowledge relative to financial systems/technology tools through attending education workshops, conferences, training, etc.
  • Contributes to team effort by accomplishing related results as needed.

 

QUALIFICATION REQUIREMENTS:

Required:

This position requires a Bachelor's Degree in Accounting, Finance or related field, or equivalent experience and 6 or more years in related field with extensive background in financial analysis and reporting (internal/external), with at least 2 years of that experience focused on information technology related financial management.  Experience in healthcare or insurance industry is considered a plus.

The position requires demonstrated financial and business analysis skills at complex levels.  This includes written and verbal communication proficiency and the ability to present professionally to senior management of CareFirst and contract providers and vendors.  Position also requires an understanding of general audit & compliance requirements. This position requires strong strategic and tactical planning and organizational skills and effective relationship management skills in order lead others and influence others (varying levels of management; vendors; peers).

 

Abilities/Skills:

The incumbent must also possess strong problem-solving skills and be decisive as well as flexible.  As mentioned above, excellent verbal, written and presentation communication skills are essential to effectively communicate financial information to financial and non-financial individuals.  Additionally, the incumbent must have the ability to identify priorities and achieve results with a sense of urgency.  As a lead member of the team, the incumbent must be able to demonstrate equal amounts of results orientation, ability to lead people, and be willing to contribute ideas/opinions and take risks, where appropriate. Excellent analytical, organizational, negotiation, and the ability to identify and analyze accounting and business issues are essential.  Experience in leading projects, coordinating efforts that involve other people and demonstrated leadership skills are required.

Incumbent must have experience in effectively using financial management tracking and reporting processes, software and systems, including Oracle financial systems.

 

Preferred:

Financial Certification (CPA, CMA, and/or CFM)

ITIL Foundations Certification

IT Asset Management Certification (CAMP, CSAM, CHAMP, CITAM, etc.)

Experience with cloud hosting financials such as software as a service, etc.

Broad knowledge of health care and information technology
