PRINCIPAL ACCOUNTABILITIES include, but are not limited to, the following:

Transformation and Delivery
Directs the transformation activities of the Benefits Administration organization to transition from a tactical delivery team to an enterprise benefits organization providing business and services to its customers.  As business owner, has a significant role in governance, management oversight, and decision making relative of project activities, ensuring the anticipated business value is realized. 

Sponsors the development, design, implementation and execution of a comprehensive roadmap to deliver benefit solutions for the national Federal Employee insurance program allowing BCBSA FEP Program and CareFirst to maintain a competitive edge in the marketplace. Provides leadership to teams responsible for the management of benefits data and business. Ensures the quality of software releases by ensuring methodologies are followed and requirements traceability provided. Ensures statement of work (SOW) and service level requirements (SLRs) are met or exceeded.

Works with Benefits Administration team and other areas to resolve differences in approach and takes accountability to remove barriers, escalate issues and/or support timely decision making.

Drives process improvements to increase the accuracy and effectiveness of departmental processes and ensures appropriate risk management and controls are in place.

Strategy
Defines the strategic direction for an enterprise benefits program for the effective support of the FEP benefits and medical-policy related initiatives, managing information from diverse sources and the distribution of that information to multiple audiences both internally and externally.
Works across the organization to create an enterprise vision, assess organizational readiness to achieve vision, identify gaps, and develop roadmap to achieve vision. Establish governance process to plan and manage benefits information and data management program, as well as, assess and provide direction on benefits-related tools and techniques that can be applied across the enterprise.
Requires direct interaction and communication with both internal and external customers and strategic partners to set strategy for future implementations.  Works closely with stakeholders to ensure the short and long term business needs are being addressed while proactively avoiding potential issues. 

Staff Management
Provides leadership, mentorship, and motivation to the Benefits Administration team, prioritizing projects and  ensuring commitments are met to provide high quality and cost effective systems, while meeting (internal and external) customer expectations

Creates a workforce strategy based on short and long term vision and strategy.

Sets goals within the context of broader organizational objectives.  Provides input, and hwere appropriate, writes and conducts quarterly and annual reviews.  Recognizes accomplishments for the team and serves as its chief advocate.

Other
Directs the baseline and project budgets for their organization, and executes other administrative responsibilities as required.

SUPERVISORY RESPONSIBILITY:   
Responsible for 2-3 senior professional / manager level direct reports and 10-12 indirect reports and up to 10 contingent workers.


QUALIFICATION REQUIREMENTS:
Requires a four-year degree in CIS/MIS or equivalent IT experience  plus 10 years of managerial experience in an IT environment, with 7+ years in a manager role. 

Requires client and account management skill to effectively manage external customer interactions, develop complex solutions to meet their needs, and judgment to achieve win-win outcomes in client negotiations.

Background in creating multi-year product roadmaps and presenting to senior management and customers for approval and funding. 

Proven ability to budget, organize and manage large teams made up of associates and contractors. Must be able to set priorities and multi-task between many simultaneous strategic projects and day-to-day maintenance related activities.

Experience establishing information management capabilities and programs.

Working knowledge of program management, project and system development life cycle methodologies, including agile delivery methods, and the understanding of the technical aspects of an IT project.  Must possess a broad base of knowledge in multiple development methodologies, e.g., iterative, agile, etc. 

Experience leading and mentoring highly skilled business and requirements analyst professionals. 

This position requires excellent leadership and management skills including: project and program management; relationship management; information management; process improvement; work flow balancing; activity scheduling; problem resolution; flexibility; excellent interpersonal, negotiation, oral and written communication and presentation skills. 

Preferred:  Master’s Degree in Business Administration.  Prior Health insurance industry exposure
