SUMMARY: The FEP Operations Center (FEPOC) is transforming how we communicate and serve our customers.  The cornerstone of our service delivery is our digital communications solution -- BlueWeb.  BlueWeb is the portal that our 35 BlueCross BlueShield customers access information and services to support their operations.  As Product Manager, you will lead BlueWeb operations and maintenance as well as the delivery of new and enhanced features and functionality to support our digital strategy. 

PRINCIPAL ACCOUNTABILITIES: 

Under the general direction of the FEP Director, Customer Strategic Planning the incumbent's accountabilities include, but are not limited to, the following:

Own and Manage Product Roadmap

The incumbent will own and maintain the product roadmap in alignment with solution vision.  Providing strategic, tactical and day-to-day guidance to ensure solid business solutions, architectures and designs. Provide the direction, guidance and leadership to define new requirements or enhancements to existing features and functionality.  Accountable for the success of the product. The Product Manager works directly with the business owner in defining the high level business requirements as per the established strategic roadmap.

This role will be responsible for working directly with user groups, Product Owners, Project Managers, Architects and technical SMEs and other team members to discuss the technical feasibility of business requests, and to come up with the workable solution.  S/he will work with the respective business stake holders to define the Epics and features for the product, and determine the priority. The successful candidate will provide direction and support in defining the Minimal Viable Product (MVP) for the Epic and/or features.

Project Execution and Delivery; Operations and Maintenance       

Oversees Agile team responsible for building features and functionality.  Accountable for successful execution of the entire Software Development Lifecycle, including leading product increment planning, market research and analysis, sprint planning, product demos, story grooming, and sprint retrospectives. Ensures that solutions are sound, lasting, achieve stated business goals/objectives and reflect industry best practices. Success will be measured by the quality of the solution, delivery timeliness, budget, usage and user satisfaction.  Also responsible for the ongoing solution health and maintenance.

Own and Manage Stakeholder Groups     

Establish and maintain effective channels and metrics for understanding user behavior, requirements and opportunities.  Build collaborative environment for engaging end users and establishing a feedback loop.  Build enthusiasm for the vision and roadmap with end users. Effectively work with sponsors and stakeholders to ensure alignment around vision and roadmap and transparency on progress in execution and delivery.

Leadership, Management and Process Improvement  

Guide and coach team. Provide coaching to team members who are new to Scrum and Agile practices.  Provide input to the Scrum Master on improvement opportunities for planning and grooming sessions.  Engage with business stakeholders as-needed to educate and impart information regarding  Agile delivery methodologies.  Provide input and champion Agile process improvement initiatives based on team/external feedback.

Advocate and support culture changes to improve digital product delivery agility. Support onboarding of new team members. Support team building and team development by recognizing and utilizing the strengths, abilities and skills of individuals.  Foster an egalitarian environment that breeds mutual respect, recognizes individual contributions, and encourages participation in the agile processes. 

SUPERVISORY RESPONSIBILITY:   The position has 7-12 direct and indirect reports in a matrix model/Agile environment.  Oversight of a multi-million dollar annual budget.

SCOPE: This position is both strategic and tactical. The core responsibilities of the position include but are not limited to assessing opportunities to build digital products to meet the current and future business needs, defining the product and features to be built, and supporting marketing and change management efforts that lead to product implementation and use.  The position will provide the direction, guidance and leadership to an Agile product team consisting of business sponsor, project manager, Business Analysts, QA, and UX, Business and Technical Architects responsible for defining and articulating the digital products to be built . This position is accountable for the success of the product(s). The Product Manager works directly with business owners/sponsors to define high level business requirements, and to ensure that the products support the organization’s strategic roadmap. A successful Product Manager will also be aware and sensitive to market, industry, and other changes that drive successful digital product development. 

QUALIFICATION & EXPERIENCE REQUIREMENTS:

Required:

Bachelor’s degree in Computer Science, Information Science, Marketing, Business, or engineering or equivalent work experience required.  Overall, a minimum 10 + years of  IT and business experience in strategic planning, business analysis, system analysis, technical design/development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms.  Minimum 6 years previous Product Management experience in a dynamic technology environment. Prior management or demonstrated leadership experience. Working knowledge of Systems Development Lifecycle and the Project Management Lifecycle.

Preferred: 

  • Master’s degree in Business or Technology related field 

  • Prior health insurance industry exposure

  • Specific experience with successful large-scale Program Management within a cross-functional environment

  • Familiarity with the Liferay platform or similar content management/portal applications

  • Experience with pitching new product ideas to business stakeholders at various forums using tools like presentations, product demonstrations, etc.
