Lead Software Engineer (Federal Employee Program)

Resp & Qualifications

PRINCIPAL ACCOUNTABILITIES: Under the general direction of the development manager, the incumbent's accountabilities include, but are not limited to, the following:

  • Member of a mixed team of software engineers in the design, development, and implementation of multiple applications. Performs and sometimes leads the detail technical design, coding, code review and testing of new applications and enhancements of existing applications. Provides technical assistance to Production Support teams, Applications Delivery teams, Implementation teams, Operations teams, Business Clients and the Help Desk in order to resolve Test and Production problems.


  • Estimates the technical costs of projects for clients and project managers, confers with clients and others in the organization to identify requirements (e.g., data, information needs, processing, specific output, functional and development of test data), and determines their desired outcomes in order to formulate the design of the system and/or offer alternative solutions


  • Provide estimates of work, assist with resource/time allocations, properly follow project life cycle, develop and document technical designs, support testing cycles and support software implementations.  Provides Project Management with regular updates regarding all technical aspects of assigned projects.  Assists manager in all development activities, and supports other administrative and team building tasks when necessary


  • Be a key member of the teams working on several process improvement initiatives, specifically the efforts to make the Defect Management and Problem Assessment processes more efficient. 


  • Stays current in new IT technologies to maintain a high level of subject matter expertise so can play a key role in evaluating new technology and technical prototypes.  Incumbent may be called upon to proactively analyze and review emerging technologies, changes in the Insurance/Healthcare industry and the business functions of various clients, in order to determine if the advanced applications fit the needs of changing strategies, goals and objectives


Coach and Mentor existing legacy development and junior staff in using Java and other technologies and techniques as we embark on key system modernization efforts. 

This position may also be subject to being "on call" for emergency situations requiring immediate resolution. 24x7 on call support for assigned systems and software may sometimes be required.   


Limited local travel to other CareFirst locations may be required.

This position may be subject to a level 6C security requirement (Public Trust clearance).


Required: This position requires a BA/BS in computer science or equivalent experience and 8+ years of industry experience developing in object-oriented programming languages. Specific requirements include, but are not limited to:

  • Strong technical leadership skills
  • Knowledge of software development methodologies and best practices (Agile, RUP, XP, Waterfall)
  • Knowledge of current defect management and problem assessment processes is a plus
  • Excellent experience with object oriented analysis and design patterns/techniques with emphasis on Java/J2EE technology
  • Minimum of 7+ years in extensive hands on experience with Java, J2EE, EJB, JSP, JDBC, Hibernate, JMX, JMS, Log4J
  • Knowledge of Spring batch a plus
  • Wide breadth of knowledge across many Java Open-Source technologies including Spring, XML parser technology, SOA-based architecture,  Ant, Maven, JUnit and  HTTPUnit
  • Wide breath knowledge of J2EE applications servers (WebSphere, WebLogic, Jboss, etc.)
  • Previous experience with ESB (Enterprise Service Bus), API management tools, DataPower etc.
  • Excellent application performance tuning and trouble shooting skills
  • Experience with RDBMS, specifically DB2 and/or MS SQL
  • Experience with Unix, preferably AIX and/or Linux
  • Experience building SOAP and REST Web services on Java Platform
  • Development with Use Cases, or User Stories
  • Familiar with UML
  • Experience with Design patterns
  • Knowledge, experience, or familiarity with DevOps concepts, processes and tools is a plus

Candidates should have experience working with teams in a heavily matrixed organization and show a propensity for dealing with the user community in a highly professional non-technical manner.  Technical expertise with claims, enrollment, or provider systems preferred. Flexibility is essential to this position (candidates should be willing to learn new technologies, to implement new processes, and be able to take direction).  Candidate should be a self-starter, be able to work independently and be a quick learner.  Excellent verbal and written communications skills are also required.
