Sales Proposal and Design Representative - Third Party Administrators

PURPOSE: 

This position works with the Manager of Marketing Communications to produce customized proposal documents and prospective bids in response to a diverse range of Requests for Proposal (RFPs), Requests for Information (RFIs), Surveys and Questionnaires received from clients, prospects, brokers and consultants.

As a member of the marketing communications and sales proposal development team, this role works with the Manager of Marketing Communications to ensure the production of high-quality proposals that directly contribute to our organization’s success. Under general supervision, the Sales Proposal & Design Representative is responsible for working in cross-team efforts to produce compelling proposals that are responsive to the objectives of the request, adhere to detailed requirements, and meet strict deadlines. This is a highly networked role that requires a professional attitude and strong work ethic.

In addition, this role is responsible for developing and implementing creative graphics projects such as proposals, presentations, illustrations, newsletters, exhibits and other items that support CareFirst Administrators’ business objectives.

PRINCIPAL ACCOUNTABILITIES: Under the supervision of the Manager of Marketing Communications, the incumbent’s accountabilities include, but are not limited to, the following:

  1. Coordinates the proposal development process for assigned projects including, but not limited to, compiling and writing response documents for clients and prospects. Use of appropriate data received via statistical reporting from outside vendors, brokers, consultants and others. Controls and monitors the ongoing development process through effective time management skills and tools, ensuring all deadlines and requirements are met.  Develop work plans for assigned projects including establishing timelines/schedules and follow-up procedures; review such work plans with manager for appropriateness and approval.  Timely and accurate updates to the departmental reports.

    Responsible for completion of accurate and timely work assignments for bids, for analyzing and interpreting assigned projects (e.g., RFPs, RFIs, questionnaires, and surveys) to determine the most appropriate source of technical information within the organization.  Ensures that all components, sections, inquiries/questions, specifications, procurement guidelines, etc. are appropriately considered and responded to/addressed.  Edit, format and compile the material necessary to complete all assigned work.  Reviews printed RFP/RFIs/surveys prior to release to ensure that all documents are formatted according SPD’s SOPs. 

    Formats questionnaires and other documents, this may include re-typing/reformatting documents, manipulating hard to work with documents etc; printing response documents and attachments; obtaining necessary documents; photo-copying, requesting copies from the print shop; proposal assembly; obtaining executive signatures as required for proposal exhibits etc.  Reviews printed RFP/RFIs/surveys prior to release to ensure that all documents are formatted according SPD’s SOPs.  This position is responsible for the overall quality outcomes of their assigned work.

    Composes original written responses, developing a positive spin to competitively position products and services offered, highlighting best attributes and value to customers and prospective customers. Responses are concise, complete, logically organized, and understandable to the targeted audience; possesses knowledge of and applies plain and simple language, correct sentence structure, grammar, and punctuation; designs, organizes, and assembles final RFP output both electronically and in hard copy.

    Develop positive working relationships with internal associates in all areas including CareFirst Corporate Communications department, CareFirst RFP department, as well as with clients, brokers, consultants and vendors.  Develop and maintain a working knowledge of the company’s organizational structure to include key contacts that are critical to the development process for coordinator-assigned projects.

  2. Create designs using a variety of graphics software to include Adobe Illustrator, Photoshop, InDesign, Microsoft PowerPoint, and Microsoft Word. Duties include but are not limited to: conceptualizing and designing graphics for proposals, creating orals and presentations, developing e-learning content, managing file libraries, and supporting initiatives to improve processes. Ability to present concepts and designs to internal/external stakeholders in a clear, concise manner.
  3. Support marketing and proposal related initiatives. This could include any or all of the following:  Validating, maintaining and or updating the marketing department’s literature resources; Coordinating with the associates within the department as well as other departments in the company to maintain the Qorus Breeze database, which may include collaborating, writing, proofreading and editing database responses. Maintains the proposal templates. Creates, maintains and updates materials within the Qorus Breeze application, including template design and coding within the application. Assists internal Qorus Breeze users on how to use the application and with problem solving. Acts as liaison between users and Qorus Breeze, when service issues arise.

    Coordinates marketing efforts including, submitting graphics requests, print requests, promotional item ordering and coordinating meetings for departmental related initiatives. Maintains existing and creates new departmental SOPs as needed.

  4. Keeps abreast of organizational and departmental changes by reading emails, periodically checking the intranet and attending departmental meetings.  Accepts and volunteers for special projects/tasks etc.

 

QUALIFICATION REQUIREMENTS

Bachelor's degree or greater, preferably in marketing communications, public relations, journalism, business, marketing or related field. 2-5 years of previous experience in writing, developing and producing effective sales-oriented communications, proposals, technical response documents and design or related experience. Excellent written and oral communication skills.  Strong analytical skills.  Strong problem-solving abilities.  Sound organizational and time management skills.  Proficient in Microsoft Office applications including Word, Excel, and PowerPoint. Strong working knowledge of Adobe Creative Suite Applications including InDesign, Photoshop, Illustrator.  Ability to recognize needed content to meet specifications of work assignments and to work independently, proactively, and according to deadlines. 

Required Skills and Abilities:

Requires flexibility and the ability to handle multiple projects simultaneously under stringent timelines.  Incumbent independently performs duties and prioritizes projects with minimal supervision.  Easily adapts to changing priorities and projects while maintaining quality work products and meeting due dates with emphasis on accuracy and attention to detail.  Works well under pressure.  Promotes and maintains good will with departments and co-workers throughout the organization and demonstrates strong interpersonal skills.  Analytical and strong teamwork skills are required along with the ability to effectively communicate with all levels of management.

Must be able to effectively work in a fast paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.   Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Preferred:

Health insurance industry with knowledge of TPA’s, healthcare products and business operations.  Experience working with proposal database software such as Qorus Breeze, and CRM such as SalesForce is desired. Experience with Adobe Captivate.
