PRINCIPAL ACCOUNTABILITIES:
Under the position of Training Supervisor

Design of Associate Development & Learning Strategies and Solutions


Develops, evaluates and controls that quality of the training program in order to meet the needs of Operations and other Carefirst Business Owners. Plan, develop and implement online learning and classroom training that address university-wide and unit-specific training and development needs. Assess and determine the quality and content of training including course design, instruction, program evaluations, training materials and learning reinforcement strategies to enhance the effectiveness of employee performance in achieving goals and objectives of the organization.

Develop appropriate and up to date metrics and measurement procedures that utilize quantifiable and qualifiable feedback on an individual, cohort and time series basis in the progress and achievement of learning goals and proficiencies.  This includes assuring a steady, predictable and adaptive supply of ready talent through schedule adherence and appropriate reporting of progress and results to Operations management

Works with appropriate customers to develop project scope of work documents and project plans that include an analysis of benefit, work schedule and any related risks. Assigns, schedules, trains, reviews, and monitors project work to ensure that progress is within expected guidelines and is completed on time and within budget. Mentors and provides expertise to the training team and other project team members. Works with appropriate customers to identify the roles of project team members, project reporting structures and frequency of interaction and any training requirements that may be needed.  Defines the responsibilities of parties involved in the project including customers, management, trainers, project team, vendors and others affected by the project.  Identifies, tracks, monitors and communicates project-related issues, scope changes, variances and contingencies that may arise during the implementation of the projects. Facilitates amicable solutions with the appropriate customer(s).

Business Partner Learning and Development Consulting and Management

Provide oversight and works with the Operations Training team in the planning develop and implement online learning and classroom training that address university-wide and unit-specific training and development needs. Assess and determine the quality and content of training including course design, instruction, program evaluations, training materials and learning reinforcement strategies to enhance the effectiveness of employee performance in achieving goals and objectives of the organization; Manage the design and implementation of performance management tools, techniques, and training across the university.
Plan and deliver organizational development interventions. Consult with department/unit leaders on organization design and effectiveness, team, organization, and business issues, talent development and leadership development

Consultant to Operations management in the review, exploration and recommendation of alternative learning methodologies employing the best practices and accelerated learning methods.  Incorporate the use of e-learning, intra-internet, Computer Base Training, etc. to rapidly prepare Operations associates to be a competitive advantage in support of the CareFirst overall objectives. 


Learning and Development Team Leadership


Develop and ensure delivery of training that helps managers conduct performance evaluations and discussions. Provide tools, resources, support and training to support employee career development and progression. Provide 1:1 career development coaching to employees.


Oversee the maintenance of all training databases and supervise all reporting tools utilized by Operations Training, which includes planning, managing and executing all classes and events related to Training Programs. Maintains website & presentations related to Marketing support. Oversee the production of all program materials.


Minimum Qualifications:

Required:
Training Management Certification; minimum of 7 years of demonstrated experience in applying effective operating training solutions to business problems in medium to large organizational settings. 
Thorough understanding and application of the principles and practices of instruction systems design, adult learning theory, accelerated learning practices, and business quality systems.
7+ years of experience in Development, Instructional Design, Training Management.

Abilities/Skills:
Exhibit strong leadership and project management skills and have the ability to use different cross functional data sources to produce reports and feedback systems leading to root causes.  Must be able to develop action plans.  Ability to relate and deliver presentations to first level management audiences.  Superior relationship building, and excellent communication skills (both verbal and written) are necessary.

• Excellent verbal and written communication skills

• Strong creative word processing, power point and Excel skills
• Strong call center information systems skills and knowledge
• Process improvement experience
• High degree of problem solving and independent thinking
• Strong leadership skills with the ability to manage teams and develop people
• Ability to collaborate with stakeholders at all levels of the organization
• Must be able to effectively work  in a fast paced environment with frequently changing priorities, deadlines,  and  workloads that can be variable  for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands  from internal and external customers, within set expectations for service excellence.   Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Preferred 
Bachelor’s degree in Organizational Development, Human Resources, Organization Effectiveness, or related area
