Plan Systems & Client Relation Manager

PRINCIPAL ACCOUNTABILITIES: Under limited direction from the Sr. Director, the incumbent’s accountabilities include, but are not limited to, the following:

Ensure and report on that project budget, scope and schedule constraints are successfully managed in accordance with the signed SOW(s). Ensure and report out that SLAs (Service Level Agreements) are met, Plan engagement is consistent with contract, and excellent relationships exist with CareFirst and Plans to ensure continued use of the Bridge and encourage additional business opportunities. Actively monitor risks and issues related to any Plan work (at the project and account levels) and ensure issues are resolved while coordinating CareFirst and other Plan executive involvement when necessary. Serve as Business Lead or Project Manager of Plans Initiative. Provide technical and business consultation to the design of Plan-impacting FEP Bridge technical and business solutions. Operate as the lead point of contact for matters specific to customer relationship management. Assist in the resolution of problems and function as the Plan’s escalation point at the FEP Bridge for technology or business problems. Acts as liaison between Plans (customers) and the internal CareFirst team, including IT and business executives and leadership. All this while ensuring Plan’s satisfaction with CareFirst.

Meets with IT and business executives at Plans to identify their requirements for technology and business solutions offered by the FEP Bridge. Review and document their requirements to determine the desired outcomes and provide input to the design of the system and/or offer alternative solutions in a timely manner. Document agreed upon requirements and delivery strategy (including implementation timelines and budget) into actionable Statement of Work (SOW) legal documents.  Consult on the technical and business feasibility of implementing new solutions at Plans or modifications to existing solutions, and provide several alternative solutions to maximize client problem resolution and minimize project costs. Assist CareFirst leadership with marketing efforts to bring additional Blue Cross Blue Shield Plans onto the FEP Bridge service offering. 

Maintain excellent working relationships with Plans, to promote a high level of satisfaction with the FEP Bridge and its technology and business solutions, to promote further CareFirst business opportunities. 

Work on other duties as assigned in support of CareFirst Operations and Corporate Initiatives. Proactively analyzes and reviews emerging technology, changes in the Insurance/Healthcare industry and the technology and business functions of various Plans and vendors, to determine what solutions would provide the best approach to support their strategies, goals and objectives. 

SUPERVISORY RESPONSIBILITY:  Can direct the work of a dedicated group and/or act as a mentor for the development of less experienced staff.  Occasionally fill in for Sr. Director.  Provide management with feedback for performance evaluations of any assigned personnel on projects.

Required: This position requires a BA/BS, in a related field or equivalent related experience, and 5+ years in project management in software development lifecycle in a large scale, cross functional, multi-system environment and experience in the following:

  • Experience in project management and execution of multiple development projects, particularly as a business lead on systems development, with working knowledge of applications development lifecycle
  • Demonstrated leadership experience, during which one or more of the following occurred:
    • ability to articulate and translate customer requirements and communicate information to support implementation of initiatives.
    • successfully developed and implemented new technologies and work processes
    • demonstrated high competency in project management and the execution of multiple or large projects
    • demonstrated competency in strategic thinking and leadership with strong abilities in relationship management
    • demonstrated leadership of multidiscipline, high-performance work teams/groups
    • demonstrated competency in developing efficient and effective solutions to diverse and complex business problems
    • successfully developed and implemented applications using new and emerging technologies
    • successful track record of managing joint IT/business teams through life-cycle phases

Abilities/Skills: Experience working closely with executives. Excellent meeting presentation skills; executing SOWs; working in IT SDLC. Ability to work with, requirement analysts, architects, developers and testing staff to provide an understanding of possible repercussions inherent in system and sub-system design that may have impacts to Plans’ technology or business processes. Ability to articulate and understand customer requirements, analyze technology trends, prepare and communicate information to support implementation of initiatives.  The ability to work independently, in team environment, to perform complex analysis, and to multi-task in a fast-paced environment.  Exceptional problem-solving skills are essential.  Strong oral and written communications skills are required, to communicate effectively with all levels of management, customer areas, and peers.  Excellent interpersonal skills and leadership experience is required for internal/external executive level customer and vendor account management.  Microsoft Office Suite skills are required.

Preferred:  PMP Certificate. Business knowledge and applicable software knowledge.  Recent experience in leadership of large projects. Progressive broad-based information systems experience (which could include consulting) with software systems is desirable; knowledge and implementation experience in new computing architectures and networked computing structures. 

  • Previous Federal Employee Program (FEP) Bridge experience is a plus.
