Sales and Product Applications Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES Under the general direction of the Director, Sales & Product Apps these include, but are not limited to, the following:

Provide technical leadership for Corporate Initiatives involving Sales and product systems using highly complex, large scale, strategic technology and partners. Work collaboratively with Sales and the SBUs to understand the specific objectives of the initiatives and determine release schedules across multiple CIs and vendors that will meet the SLAs and SBU goals.  Accountable for full technical SDLC delivery of systems which includes project/program management oversight as well as technical delivery. Ensures that the integration of these capabilities across multiple vendors and platforms is performed in an efficient and scalable manner. Ensure no conflicts with the strategic direction across projects and systems and provide adequate goverance to ensure the team stay focused on quality deliverables. Maintain an “applications owner” viewpoint in influencing product roadmaps, design evolution, tool use and ensure continuous operational improvement across the Sales and product systems portfolio.  Collaborate with other application owners and teams within TOS for the various system integrations/initiatives.

Provides leadership to  day to day management of IT systems prioritizing projects and  ensuring commitments are met providing high quality, stable and cost effective systems while meeting customers expectations incremental improvement and dashboard reporting.    

  • Set department direction in portfolio direction architecturally and in managing infrastructure improvements including upgrades
  • Attain IT service level agreements to ensure impacted SBUs  goals are met in this domain
  • Lead efforts for Continuous Improvement (CI) in accordance with ITSM principles for the applications supported
  • Direct development and execution of a disaster recovery and business continuity plans for portfolios
  • Ensure portfolio compliance with all Federal, State, and Association mandates, avoiding fines and penalties for non-compliance.
  • Respond to any executive enquiries and escalations and provide timely support
  • Develop and maintain successful relationships and strategic partnerships with vendors in order to drive operational efficiencies and ensure integrated Sales and support systems are functioning as designed

Use DPEs effectively to manage budget and resource capacity for both CIs and DTD.  Create appropriate governance model to review and approve detail design to ensure any new development follows the defined best practices while developing internal leadership model to assure high quality systems and seamless integration across multiple teams on and off shore.  Actively manages multi-million dollar SOWs finding efficiencies and negotiating for “value add” deliveries.  Provide oversight and leadership for the Managed Services teams for day to day support and delivery of enhancements.
Staff Management: Reviews staffing goals and expectations to ensure that each is consistent and adequate to meet department goals.  Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policy.  Provides coaching, counseling and motivation to team members ensuring staff has the appropriate tools and training.  Develops departmental staff to continuously enhance innovation and consistency of delivery within the IT department transforming to a technical leadership model. 

Technical Leadership -

  • Maintains a high level of  knowledge  and expertise in advanced and emerging systems development technology in order to offer recommendations on infrastructure refinement.
  • Maintains a high level of knowledge in data warehouse practices, Operational Reporting tools (such as MicroStrategy), systems integration practices and tools, workflow and business rules engines, mobile and web tools in order to  provide CIs guidance and offering recommendations enabling CareFirst to maintain a competitive edge in the marketplace.  Specifically has expertise in  Pega framework, best practices, and design patterns and the ability to enable highly productive teams in these areas.
  • Identifies and evaluates technical architecture models utilizing knowledge of industry and technical trends as well as business direction. Reviews and approves design decisions prior to implementation to ensure adherence to prescribed guidelines. S/he should be able to look at the horizon and identify emerging technology trends and be able to adapt/absorb into CareFirst road map in accordance with business needs.
  • Collaborate across divisions to define and deploy high performing models for multi-location technical teams – including off shore, ensuring they are aligned to architecture using best practices, patterns while achieving cost efficiencies.
  • Oversees large scale highly complex system design activities or reviews system designs to assure that applications solutions will exhibit expected levels of performance, security, scalability, maintainability, appropriate reusability and reliability upon deployment. Ensures completion of performance monitoring, capacity planning, system tuning, availability planning
  • Estimates the technical costs of projects for clients and project managers,

SUPERVISORY RESPONSIBILITY: Responsible for 3 - 10 direct reports including Project Managers, Application Leads, Developers and approximately 10 - 20 indirect reports of mainly contractors and DPE technical teams.

Required: a Bachelor’s Degree in Computer Science, Information Technology or relevant experience and 7+ years of IT experience.Demonstrated skills/experience with success in managing high volume, service oriented IT project portfolios, systems, strategic planning, e-commerce, contract negotiation/maintenance, metrics and reporting.  Experience demonstrating knowledge and understanding of complex financial analysis, business process redesign and Software Development Life Cycles.  Experience in supporting a broad range of technologies and application platforms, including but not limited to: PEGA, TIBCO, Informatica, MicroStategy, mobile technology and responsive design, Java.   • Ability to identify priorities and achieve results with a sense of urgency and give honest straightforward opinions on related issues. 
  • Able to demonstrate equal amounts of results orientation, ability to lead people, and be willing to contribute ideas/opinions and take risks, where appropriate.  As a Manager, the incumbent should strive to develop and train staff, encourage a team approach and cross-functional teamwork to serve the best interests of the client and the organization.
  • In depth understanding of healthcare with extensive healthcare operations knowledge and experience including claims, service, eligibility, web technologies, self-service, electronic transaction requirements, outsource vendor management, and effective working knowledge of enterprise-wide business functions.
  • Demonstrated skills/experience with success in managing high volume, highly integrated, complex business-oriented  systems providing stable performance and continuous improvement
  • Experience in managing teams supporting a broad range of technologies and application platforms, including but not limited to: PEGA, TIBCO, Informatica, MicroStrategy, Angular JS, WebSphere /WebSphere Portal Server, JAVA, HP Exstream, SQL
  • Excellent written and oral communication and interpersonal skills, high levels of proficiency with MS-Office, MS-Project (or other project management tools), Oracle Financials.
  • Must possess strategic thinking, analytical, organizational, and planning skills.
  • Strong ability to lead others (direct and indirect) - motivate, negotiate, persuade and influence others.
  • Experience with enabling technologies such as Tibco and Rules engines
  • Prior experience with sales, rating, enrollment systems including portal and electronic data exchange
  • Experience with establishing on/offshore technical resource models
  • Experience in vendor management/trading partner interface.


  • Experience with Trizetto Facets platform 
  • Degree or Advanced Degree in Information Systems or related area;
  • Experience and demonstrated knowledge of HIPAA transactions and EDI coordination across multiple partners
  • Prior experience with CareFirst
