Lead Business Operations Analyst

PRINCIPAL ACCOUNTABILITIES:

The incumbent’s accountabilities may include, but are not limited to, the following:

Investigate and analyze feasibility of highly complex enhancements, automations and processes identifying improvement opportunities. Creates/participates in the creation of highly complex Requirements Documents. Participate in requirements analysis and verification sessions for highly complex projects and lead requirements analysis and verification sessions for high complexity projects. Make recommendations to management regarding approvals with identifying any open conditions as applicable. Provides oversight to lower level analysts.

Develop UAT test plans and test case scenarios of moderate to high complexity and validate that those test cases are executed and results are documented according to standards. May review test plans for lower level analysts and provide coaching/guidance as needed.

Lead the management of open issues and resolve highly complex issues. Develop options with advantages and disadvantages to present to business with recommendation.  Use project management techniques to lead the team, monitor and ensure deliverables of high quality, effectiveness and timeliness. Initiate, facilitate and document meetings regarding enhancements, defects and opportunities for system and process improvements. Act as the lead Subject Matter Expert on PRDs, Test Plans and Test Cases. Act as the Pont of Contact (POC) for internal team. Acts as the POC for OTS workflows and SOPs for a given function assigned.

QUALIFICATION REQUIREMENTS:

Education:

Bachelor's degree in Information Technology, Computer Science, Business or 4 years of relevant work experience

Work Experience:

6+ years of relevant work experience in business analysis, systems analysis or testing; prior experience acting as lead analyst preferred.

Required Abilities/Skills:

Includes all Abilities/Skills of the Operations Business Analyst, Sr.; additionally:

  • Proven ability to work well as a team and independently.
  • Proven ability to elicit, document, analyze and verify requirements and provide oversight to others
  • Demonstrated ability to lead problem solving business/technology teams and projects.
  • Technical writing experience and training experience.
  • Expert level knowledge of at least one Health Plan Core Functions (Sales, Enrollment/Billing or Claims) or advanced level in more than one Core function.
  • Proven ability to lead problem-solving discussions. 
  • Advanced written and verbal communication skills. 
  • Excellent organizational skills and ability to set priorities and handle multiple projects concurrently. 
  • High level of analytical and problem solving skills
  • Advanced PC skills including Microsoft office software such as Word, Excel, VISIO and Power Point and Intermediate MS Project and MS Access.
  • Intermediate knowledge of Project Management concepts
  • Strong experience with user acceptance testing concepts.

Must be able to effectively work in a fast paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.   Must be able to effectively communicate and provide positive customer service to internal teams at CareFirst.
