Systems Monitoring Manager

PRINCIPAL ACCOUNTABILITIES:  Under the direction of the Director, Performance Engineering, the incumbent’s accountabilities include, but are not limited to, the following:


Manage departmental resources and assignments for Operations Center Systems Monitoring. Duties include guiding, mentoring, training and directing staff in Systems Monitoring techniques, principles and processes.

Provides expertise regarding Systems Monitoring, Alerting and CMDB techniques and practices for the FEPOC’s entire technology environment; coordinates schedules and timelines among a variety of simultaneous projects to ensure that applications meet business needs.

Develops and implements FEPOC Systems Monitoring and CMDB strategy for information system hardware and software keeping the strategy tightly aligned to CareFirst Policies and industry trends in technology.

Provides support to all significant production issues. Activities may include gathering information from a wide variety of sources across all platforms to analyze for correlations, identifying specific performance causes, recommending a variety of possible solutions to remedy issue and issue reports with key findings and next steps.

Works with Systems and Application Architecture to ensure that systems monitoring requirements are addressed early in the development process. Coordinates with project teams to ensure that monitoring of new applications is available before release for production.

Responsible for researching, developing and implementing systems monitoring and CMDB methods and procedures to improve detection and avoidance of issues in production. Provide potential technology use and enhancements to the enterprise as architecture and integration technology changes occur in the industry.



SUPERVISORY RESPONSIBILITY: Leads a team of up to 10 direct reports. Responsible for annual budget in excess of $2.5M.

SCOPE DATA: Associate is directly responsible for the Systems Monitoring, Event Alerting and Configuration Management Database for all systems at the FEPOC.


  • Knowledge, understanding of, and experience with multi-platform systems monitoring techniques, architectures, practices and standards across Windows, Unix and z/OS  platforms.
  • Awareness of new systems monitoring approaches and how they could be leveraged to benefit validation strategies and initiatives.
  • Strong analytical skills and proven ability in determining the root cause of problems and base set of conditions for their occurrence.
  • Exhibit the ability to assess the priority and severity of issues by understanding business objectives, technical costs, and user needs as well as weigh alternatives for solution.
  • Outstanding oral and written communication skills. Proven communication skills that demonstrate understanding of complex technical details, clarity of thought, and the ability to persuade others.



  • A minimum of 7 years of experience in mission critical IT environments.
  • Three to 5 years of technical management experience, in a systems monitoring, performance management, systems architecture and/or systems programming role.
  • Experience with applications support of multiple operating systems and environments (AIX, z/OS, Windows and Linux preferred)
  • Understanding and experience with both waterfall and agile Software Development Life Cycles (SDLC)
  • Bachelor of Science in Computer Science or related field (i.e., Engineering, Applied Science, Math, etc.) or equivalent experience.


  • Project Management experience in large scale system deployments

  • Experience in developing and implementing systems monitoring and alerting strategies in diverse, large-scale environments.
  • Experience in systems and applications tuning and optimization
  • Experience in healthcare
