Enterprise Information Services Technical Delivery Manager

PRINCIPAL ACCOUNTABILITIES: Under the guidance of the Director the incumbent is responsible for, but are not limited to, the following:

Leadership

Manages a team’s daily activities; assigns and delegates work responsibilities to team members as required for various projects, monitors project plans, project deliverable scheduled, resource hours and project budget. Develops and manages the priority of work requests and resources to ensure the delivery of quality products based upon defined requests. Keeps subordinates informed on Corporate and Departmental policies and procedures and ensure that they are followed. 

Provides leadership to team members including: hiring, setting goals, salary adjustments within budget and corporate guidelines, performance management, staff development and advancement, performance plans for team members and performance feedback, training sessions related to process/system knowledge, answering questions, providing coaching and counseling, helping to set deadlines, setting an example of how to accomplish tasks in an effective manner. 

Builds a team of technical leaders that drive delivery across all technical aspects of data solution projects. Ensures that team members have appropriate training and tools to meet team and section goals. Build team knowledge base by creating professional development plans with team members; identify opportunities for team members; challenge and empower team members to take on more responsibility, promote teamwork, and build an atmosphere of cooperation and quality customer service. Responsible for coaching, motivating, counseling, hiring and developing team members within the context of corporate policy.

Manages and coordinates technical initiatives across project teams and functional teams. Provides technical leadership to ensure common best practices are followed throughout delivery.  


Data Solution Design, Development, Implementation

Works closely with Data Solution Architects and Data Architects in designing and defining Data solutions that support the long-term business strategy for development efforts. Leads in design and solution reviews to ensure adherence to performance guidelines, business requirements, and delivery schedules.
Works closely with Program Manager, Project Managers, and Functional Managers to define and estimate technical tasks, including resource requirements and dependencies. Monitors projects to ensure project teams are delivering within stated timelines and are following common standards.

Coordinates release activities across project teams and communicates regularly with program and portfolio management teams from planning through deployment.

Ensures all project teams code is to CareFirst and FEPOC specifications and ensure proper unit testing is done for all code.
With knowledge of the organization's infrastructure, hardware, systems software and protocols, acts as a consultative resource for strategy, system design, development and/or modifications of software/procedures to solve business solutions across multiple heterogeneous platforms.               
Drives the solution development and solution review to ensure the technical architecture design is being followed across projects.
Reports to executive management on all project work, including risks, issues, and lessons learned as projects proceed.


Strategy and Planning

Works with Solution Architects to review business requirements and determine best fit solutions for new initiatives and provide level of effort estimates for data and analytics components of the solution.

Presents regularly to peer group, EIS leadership and staff, and senior and executive leadership on Big Data delivery and initiatives.

Performs research and development to stay abreast of the evolving Big Data market and recommend adoption of new tools where applicable.

Assesses existing projects and identifies opportunities to streamline processes, gain efficiencies and standardize processes.

Data Technical Support

Presents to leadership monthly on performance metrics on the Big Data environment, including utilization, ticket counts, defect trends, and areas for improvement.

Coordinates with Data Integration and Business Intelligence teams to ensure optimal usage of the Big Data environment.

Completes analysis, design, development, testing, and deployment per the specifications of a project.

Ensures compliance with all Information Security policies and processes.

Ensure proper deployment procedures are being followed in the production environment and drive the production handover process with the Production Support Team. This includes the creation of a Production Support document and completed Deployment Checklist.

Ensures sufficient knowledge of any transitioned application has been gained in order to effectively support it.

Works closely with architects, administrators and performance engineers to monitor the workload and optimize performance across all initiatives.

Performs capacity planning activities and coordinates plans for expansion with Infrastructure and Procurement teams.

SUPERVISOR RESPONSIBILITY

Will handle all management functions for the associates and contractors including, but not limited to, hiring, training, performance plans, performance assessments, salary administration, compliance with corporate policies, delegation of responsibilities, coordination of workflow and establishment of priorities.

QUALIFICATION REQUIREMENTS

Required:
BA/BS in Computer Science, Engineering, Math, Actuarial Science, Information Systems, or other related IT field or equivalent work experience. 

A minimum of 10 years of experience implementing solutions with database management systems, ETL systems, business intelligence tools, Big Data, systems, defect management, and testing.

A minimum of 5 years of technical management experience for Big Data, Data Warehouse, and Analytical system implementations.
