Lead Business Intelligence Infrastructure Engineer (Microstrategy Administrator)

Resp & Qualifications

PURPOSE:  The CareFirst Business Intelligence (BI) team is composed of three distinct groups focused on difference functions to support the Data & Informatics department and CareFirst:

  • Enterprise Application & Data Integration – Provides external extracts and data integration to support internal and external customer facing applications (Compliance Extract Development, CDI/MDM, and Supplement Business Intelligence (SBI) Development
  • BI Infrastructure – Provides base infrastructure and support for CareFirst Business Intelligence platforms (Security, Storage, Databases (Performance Optimization & Monitoring, CBI Development, BI Vendor Application Monitoring
  • BI Customer Solutions – Provide reporting and solutions to internal and external customers (PCMH, Quality Score Card, HEDIS, Searchlight & CBI Reporting)

The Lead BI Infrastructure Engineer function is comprised of design, integration and development activities that support the diverse and varied processes that make up CareFirst business.  With an emphasis on Infrastructure and System Performance activities, CareFirst associates in the BI Infrastructure Engineer job family are expected to have a variety of progressive skills and experience within the field of Business Intelligence.  Specifically, the Lead Business Intelligence Performance Engineer's functions include but are not limited to

  • Leading a team of performance and capacity specialists supporting Business Intelligence infrastructure and is responsible for monitoring, analyzing and recommending solutions for performance solutions.
  • Analyzes the design and architecture of Business Intelligence applications and components to study the performance characteristics of critical corporate applications.
  • Build and maintain BI infrastructure roadmaps to support current and future state BI processing requirements.
  • Identifies and drives optimization changes in the application design & production environments to improve customer experience for business critical BI applications
  • Performs various advanced Performance Engineering duties, Availability and Capacity Management, Enterprise Events Management, Problem Management and Vendor Management
  • Design and maintain complex security solutions that comply with CareFirst and Mandated government regulations.

PRINCIPAL ACCOUNTABILITIES:  Under the general guidance of the Manager of Business Intelligence and direct supervision of the Supervisor the incumbent’s accountabilities include, but are not limited to, the following::

1. Performance Monitoring and Tuning

  • Lead  a team of performance and capacity specialists supporting the Business Intelligence environment and be responsible for monitoring, analyzing and recommending solutions to performance problems with enterprise applications
  • Lead a design and implementation of processes for ongoing system operations to detect potential problems.
  • Lead Partnership with the Development, Infrastructure Architecture and Technical Services teams to proactively analyze system component performance.
  • Identify and drive optimization changes in the application design & production environments to improve customer experience for mission/business critical IT applications
  • Stay abreast of advances in technology and lead the modernization of technologies used within the team and organization where necessary.
  • Support IT budget planning, procurement planning and vendor management.
  • Advocate Performance Engineering as an integral step during the Software development life cycle. Make recommendations to further establish IT system performance guidelines and grow the System Performance team.

2. Infrastructure Roadmap Development & Refinement

  • Build and maintain BI infrastructure roadmaps to support current and future state BI processing requirements.
  • Envisioning, articulating and designing complex applications, system processes and business functions ultimately leading the design and implementation across complex BI technologies, and architectures.
  • Leading and collaborating with large, diverse teams of architects, analysts, designers, developers and testers.
  • Advising management regarding vision and strategy, technology innovations serving as the application architecture authority within the Data and Informatics Business Intelligence domain.
  • Provide technical expertise for Division/Department portfolio of complex applications deployed in a secure, highly available, fault tolerant, multi-tier environment, using a variety of toolsets (SSIS, SSAS, SSRS, SharePoint 2013 ETL, Pyramid,  Micro strategy,  etc.).
  • Must be able to produce detailed, accurate technical documentation.
  • Position is subject to being "on call" for after-hours support situations 24x7, 365.
  • Lead the BI Infrastructure Engineer team to support executive leadership requests that continually expand the vision to improve healthcare analytic reporting.

  
3. BI Security & Compliance

  • Lead the design and maintain complex security solutions that comply with CareFirst policy's and mandated government regulations.
  • Provide leadership and oversight on complex corporate projects to ensure CareFirst security policies are adhered to.
  • Lead the BI effort to support corporate audit and develop automated security audit functionality.

4. Training, Research & Development

  • Perform as a team leader for specific projects
  • Mentor less experienced BI engineers in the successful design and modeling of business solutions by providing technical guidance
  • Lead the selection, evaluation and recommendation of third party software solutions for business problems.
  • Develop business/technical knowledge appropriate to team through reading, research, Computer Based Training (CBT) classroom training, etc.
  • Advances own understanding of industry and CareFirst best practices

QUALIFICATION REQUIREMENTS:
Required:

  • BA/BS in Computer Science, Information Systems, or other related IT field or a certification from technical school or equivalent directly related work experience
  • 8-10 years of experience with database management systems, ETL systems, business intelligence tools, and systems.
  • Knowledge of MicroStrategy Administration in installation, configuration, upgrading of software (server/client) components in enterprise network environments
  • Well versed with MicroStrategy Admin tools: Object Manager, Command Manager, Enterprise Manager, System Manager, Operation manager
  • Knowledge in (EMC SAN based systems, HP Rack Systems, Security Policies)
  • WAN\LAN architecture and administration
  • Understanding of BI Microsoft architecture practices.
  • Windows Server Administration.
  • 3rd Party software configuration and installation.
  • LDAP knowledge.
  • F5 Load Balancing technologies
  • Knowledge of SharePoint 2013 infrastructure and functionality.
  • Understanding of multiple vendor disk replication tools. (EMC, SQL)
  • Understanding and leveraging the Business Intelligence Stack of SQL 2012 (SSAS, SSIS, SSRS)
  • Demonstrated analytical skills and attention to detail
  • Demonstrated experience in Profiling and Monitoring tools, Network monitoring/Server Administration
  • Strong knowledge of performance concepts such as response time, throughput, system resource utilization
  • Ability to present and discuss technical information in a way that establishes rapport, persuades others, and gains understanding
  • Demonstrated experience solving complex scenarios utilizing SQL Language with both PL/SQL and T-SQL)
  • Excellent project management skills coupled with the ability to monitor and guide the work of others
  • Understanding of dashboarding tools MicroStrategy (Mobile), Pyramid Analytics from a performance perspective
  • Understanding of Microsoft BI tools (Performance Point, Power View, Excel Services)
  • Development experience in the following: .NET Development Language (VB.NET or C#);  .NET Framework (1.1, 2.0, or 3.0); SQL Development (PL/SQL or T-SQL);
  • Minimum 7 years experience in the following technologies:
    • MicroStrategy Administration in installation, configuration, upgrading of software (server/client) components in enterprise network environments
    • (MS SQL Server or ORACLE) Relational Database Development
    • ETL processes
    • SQL Language (either PL/SQL or T-SQL)

Preferred:

  • 8+ years of MicroStrategy Administration in installation, configuration, upgrading of software (server/client) components in enterprise network environments
  • 5+ years of Java SDK expertise
  • 3+ years of Disaster recovery strategy and mechanisms for MicroStrategy architecture
  • 2+ years of Capacity planning and management
  • MicroStrategy Administrator Certification
  • Exposure to the MicroStrategy Software Development Kit (SDK) and Custom Web Plugins in Clustered environment
  • Experience in IT operations – application, infrastructure, network, data center
  • Solid understanding of networking and architectural frameworks and methodologies
