Senior Requirements Quality Analyst

PURPOSE: 
The Senior Requirements Quality Analyst acts as a subject matter expert (SME) in requirements development, requirements management, requirements processes and requirements tools. This position is responsible for ensuring requirements quality and performance on Networks Management data related technical projects. The Senior Requirements Quality Analyst will support or fulfill the Requirements Manager role on Networks Management data related technical projects to elicit, analyze, document, validate, specify, verify, and manage the requirements and the needs of business area(s) or user(s) and translating these requirements into functional and/or technical specifications. The Senior also coaches and mentors other team members in ensuring that business requirements and documentation are created and stored, as well as assist in the project delivery. The incumbent assists in reviewing the quality of requirements and provides guidance and support for the medium complexity enhancements, automation and implementations ensuring the business objectives are met. Providing a medium level of technical and functional expertise, the incumbent serves as the subject matter expert in defining requirements and organizing requirements per the defined functional framework and the tools storing requirements and reporting on the quality and completeness of requirements for all Networks Management Data area projects. 

PRINCIPAL ACCOUNTABILITIES:
Under general supervision, the incumbent’s accountabilities may include, but are not limited to, the following:

Participates at an expert-level on an ad-hoc basis with the feasibility of the medium complexity level enhancements, automation and implementations review, analysis, and evaluation of current and future business processes. Explore alternative business solutions - is liaison to business and Networks Management Data area to explain choices and implications - works closely with system analyst to help create POCs and alternative solutions to create, maintain and enhance business value. Develops solutions that solve the most complex technical and/or business issues. Proactively identifies opportunities and enhancements. Independently leads or participates in all phases of the software development and/or data management life cycle, with focus on defining the underlying business needs, documenting those needs, validating conceptual systems designs, and assuring delivery quality through comprehensive testing and training. Analyzes, defines and interprets business needs and issues by gathering, analyzing, documenting and validating the Business area(s) and user(s) technical (functional/non-functional) requirements. Creates PRD (Project Requirements Document) for medium complexity enhancements, automation and implementations including defining Business, User and functional and non-functional requirements needed for approval by Business and for use by Design, Development and Testing teams. Creates Requirements Management Plan to define, organize and schedule requirements management and development activities. Leads requirements analysis and verification sessions for medium sized or complex projects. Produces Requirements Traceability Matrix (RTM) and RTM gap analysis reports. Tracks and manages open issues and plan for resolution. Troubleshoots systems problems, identify cause of problems, work with appropriate group to correct problem. Maintains communications with technical counterparts to guide the issues to cross-functional resolution and adopt best practices and ensure integration of specific application and data architecture into overall enterprise technology strategy. Provides ongoing assistance to software developers and testers to resolve defects during the testing process. Leads development sessions and design reviews in order to ensure design meets user requirements for medium complexity projects or assist under the supervision of a lead for complex projects.

Performs, plans and prioritize requirements quality review activities and interactions. Resolves medium complexity issues as necessary or in response to management’s request and presents results to management as required as the requirements quality subject matter expert, Creates and develops metrics, statistics, reports, and research and analysis. Supports in the preparation of reports on aggregate quality metrics for leadership. Coaches project teams in the best practices and use of software development methodology, software development deliverables and methodology related tools. Participates as observer and methodology subject matter expert during status meetings for assigned projects. Documents risks and issues related to non-compliance items escalating as needed. Assists in the creation of action plan(s) to address non-compliance items from quality reviews for assigned projects. 

Acts as industry best practice expert in requirements consulting project teams and leading project team members in understanding and executing the standard requirements processes and procedures. Project support can be on-going or new with emphasis on research, analysis, planning and coordination of new methodologies for software development and engineering.

Initiates issue resolution using creative techniques or documented facilitation techniques to improve productivity as the Requirements SME. Performs technical support responsibilities as requested or as necessary. As a Requirements SME, assists less experienced team members with requirements quality review activities, project management and analytical skills. Continues to increase technical and Requirements Quality knowledge to provide enhanced recommendations to management. Leads and participates in the development of appropriate training material for reports and datamart development methodology and the enterprise requirements management processes.      

Use project management techniques to establish roles and responsibilities, monitor project and request status and workload, and ensure deliverables of high quality, effectiveness and timeliness. Manages assigned enhancements, automation and implementations from concept through implementation. Creates, develops and maintains project schedules for key deliverables by developing project plan, monitoring milestone completion and coordinating project progress. Develops key project deliverables including requirements specifications, use cases, system test cases, training and documentation and user manuals for the most complex enhancements, automation and implementations.  Manages the sequencing of releases to meet business needs.

QUALIFICATION REQUIREMENTS:
Required: This position requires a bachelor’s degree in Information Technology, Computer Science or Business. In lieu of a Bachelor’s degree must have 4 years of relevant work experience in business analysis, systems analysis and/or testing.

In addition, must have:

  • Minimum of 2-4 years of demonstrated successful use of SDLC methodology or demonstrated knowledge of business processes related to the business area supporting.
  • Experience in business process analysis, work flow, task analysis, user acceptance testing and requirements analysis. Experience in accurately modeling requirements using at least one if not more of the following: Functional Decomposition, Data Flow Diagrams, User Context Diagrams, Activity Diagrams, Decision Needs, Workflow modeling, Use Cases, Use Case Model Survey and Use Case Specification, Process Modeling, Prototyping
  • Proven ability to elicit, document, analyze and verify quality requirements.
  • Strong experience with user acceptance testing concepts.
  • Experience with Requirements Management tools.
  • Proven ability to work well as a team.
  • Demonstrated ability to lead problem solving business/technology teams and projects.
  • Technical writing experience and training experience.
  • Must demonstrate understanding of industry standard Business Analysis Best Practices and performance metrics.
  • Excellent interpersonal skills including the ability to build consensus and agreement and bring resolution to contentious issues and entrenched interests.
  • Relevant business and systems subject matter expertise. 
  • Proven ability to lead problem-solving discussions.
  • Attention to detail and excellent analytical and problem-solving skills. 
  • Advanced written and verbal communication skills. 
  • Excellent organizational skills and ability to set priorities and handle multiple projects concurrently. 
  • High level of analytical and problem solving skills
  • Extensive PC skills including Microsoft office software such as Word, Excel, VISIO and Power Point.
  • Demonstrated leadership skills.  Experience with coaching, mentoring and providing feedback to associates as well as leading small teams of junior analysts.
  • Must be able to effectively work in a fast paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.   Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.



Preferred:

  • Knowledge of organization and operations of the business area supporting.
  • Understands basic Internet and client/server architectures.
  • Knowledge of the CareFirst Defined Processes.
  • BA certification
  • Experience with healthcare insurance industry, especially BCBS plans.
  • Experience with software testing, test management and defect tracking tools.
