Resp & Qualifications
PURPOSE: The Director of Government Affairs and Local Engagement, Virginia reports to the Vice President of Government Affairs, NCA , will join a dynamic Government Affairs team, and is responsible for the strategic development and management of local Virginia Government Affairs activities to support, promote and protect business objectives and policies of the company. The Director is responsible for coordinating, communicating and implementing state and local legislative and local engagement strategies on behalf of CareFirst and its subsidiaries for activities associated with government and legislative affairs. The Director is accountable for working with internal stakeholders to develop policy positions regarding legislative and regulatory issues that arise, and is responsible for developing and fostering a positive perception among local regulators and legislators of CareFirst’s mission and values and promoting CareFirst as a public policy leader on healthcare issues in the state.
Under the direction of the VP, Government Affairs, NCA, the essential duties and responsibilities include, but are not limited to, the following:
Lobby State and Local Government officials and their staffs on behalf of CareFirst to ensure that the company’s position is considered in legislative and regulatory decisions. Enhance and solidify effective working relationships with local Northern Virginia legislators, regulators, opinion leaders, and various constituencies and community groups. Promote positive state and local government relations by networking with legislators and regulators. Communicate and reinforce CareFirst’s opinions and positions within the local community.
Analyze a wide range of proposed state legislation, regulation, and policies and help advise on the development of CareFirst’s position or course of action. During the legislative session of the General Assembly, review and analyze legislation relative to its impact on CareFirst policies and initiatives and take appropriate action to minimize negative impact or maximize positive impact on the Company. Write and update legislative bill summaries and track proposed state legislation during the legislative session. On an ongoing basis, review and monitor proposed regulations and state agency proposals and policy. Provide timely information on proposed legislation and regulations to appropriate leadership throughout the company.
Establish and implement proactive strategies to promote CareFirst’s legislative, political, sales and community agenda, including building coalitions necessary to pass legislation that is in concert with CareFirst’s goals and mission or avoid legislative threats.
Actively represent CareFirst on local legislative and regulatory affairs, participating in efforts and groups at meetings, events, and conferences that are relevant to our company focus and mission.
Required: Bachelor’s degree in Government Affairs or related field. 7-10 years of related experience in government relations or public policy. Strong relationships with Northern Virginia legislators, and community members.
• Ability to develop and implement strategies that advocate CareFirst positions on legislation, regulation or governmental trends.
• Demonstrated ability to establish effective, collaborative relationships.
• Knowledge of health care, life insurance, health insurance and managed care issues.
• Knowledge of Virginia laws, regulation, reporting requirements, and political processes.
• Knowledge of government affairs, especially at the state and local levels.
• Ability to lead, to make decisions, and to act independently as part of a government relations team.
• Ability to represent the Company’s CEO and top leadership in various state and local venues and with key decision-makers.
• Ability to build consensus and coalitions.
• Creativity, flexibility and demonstrated organizational skills.
• Proven, effective oral and written communication skills and interpersonal skills necessary to effectively and confidently interact with a variety of CareFirst management, retained counsel, legislators and other elected/appointed officials, regulators, staff of trade associations and other key stakeholders.
Knowledge of the healthcare industry, as well as knowledge of CareFirst’s history and operations preferred. Advance degree in law or related field preferred.
