Data Products & Informatics Manager

The Data Products Manager will help CareFirst/FEPOC’s clientele build and bring to market their data product. To us, data products range from Business Intelligence mobile app, a report or dashboard or Data Services API. You will own data product strategy, design, launch, and project management. This role is a unique combination of product owner, business analyst, and a project manager.

This role requires close collaboration with other technical delivery owners, data solutions architecture and data governance teams.

As the Data Products Manager, the incumbent’s accountabilities include, but are not limited to, the following:

Define and lead the overall product vision, scope, requirements, and usability of end user facing Business Intelligence and Data products

  • In partnership with the broader Enterprise Information Services leadership team, data engineering and core business users -- prioritize and lead product feature development against priorities and other product platform opportunities.
  • Prioritize efforts that solve customer-facing problems and improve the overall product architecture, quality, testability, maintainability, and efficiency.
  • Stays on top of market trends to determine new or enhanced product capabilities that positively impact an experience.

The manager will have staff assigned to them in the human resources toolset and shall manage on boarding and off boarding of resources when necessary. The manager shall perform end of year performance appraisals and assist their director in ensuring all performance appraisal are accurate and timely.

2. The manager shall be working with the technical delivery teams to achieve project goals, oversee the end-to-end product experience, and should work in a collaborative manner to complete all tasks. This may require coordination of work in areas of:

  • Define, communicate and analyze success metrics of the data products supporting end user adoption.
  • Conduct product strategy workshops to establish data product vision and translate that vision into business requirements and wireframes
  • Responsible for the lifecycle of a major product or suite of products with considerable impact (e.g., company-wide, BCBSA Plans).
  • Responsible for the end-to-end product experience, oversee a product’s customer engagement, PR/FAQ and other requirements definition, CX design, compliance, feature development priority, product messaging, and reliability.

3. The manager shall operate within an enterprise data hub environment, analyze and serve as the product subject matter expert and evangalize the data products

  • Be the product subject matter expert, deeply understand our customers, their needs, the business landscape, product functionality (current and desired) and technologies (at a high level).
  • Provide context and visibility into why the product features and usability are designed the way they are and convey the reasons behind prior decisions.
  • Ensure all stakeholders are informed, clearly articulate (verbally and in writing) complex problems, tough trade-offs, and proposed product solutions to help everyone understands the decisions they have to make and what options they have. Show excellent judgment in driving executive-level escalations.
  • Prioritize efforts that solve customer-facing problems and improve the overall product architecture, quality, testability, maintainability, and efficiency.
  • Stays on top of market trends to determine new or enhanced product capabilities that positively impact an experience.

4. The resource shall coordinate all weekly project meetings while providing detailed reports on issues with any potential resolutions.

  • This position is also subject to being "on call" for emergency situations requiring immediate resolution.
  • Travel between all CareFirst locations may be required.

Minimum Qualifications:

Required experience, abilities and skills:
This position requires a College degree in Computer Science, Engineering, or related technical field such as Information Management or equivalent experience. This position requires 7 to 10+ years of management experience with at least 5 years in business intelligence and data warehousing work with an emphasis on designing data products. Must have data warehouse environment experience designing data models, extracting and loading data, and running SQL queries.

The following software and technology experience is needed:

  • At least 5 years serving in a product lead role.
  • Hadoop, Hive, Pig, Spark, MongoDB)
  • At least 3 years of SQL work
  • At least 1 years of Unix Shell Scripting
  • Experience in full life cycle project/program management and leadership.
  • Proven ability to budget, organize and manage teams.
  • Must be able to teach, develop, and motivate associates.
  •  Excellent oral and written communications abilities are necessary along with the ability to present clearly to executive level leadership.
  • Excellent interpersonal skills including the ability to build consensus and agreement and bring resolution to contentious issues and entrenched interests.
  • Proven ability to lead problem-solving discussions.

This position requires strong analytical and organizational skills with the ability to expand technical / business knowledge appropriate to the team through reading, research, on-the-job training and classroom training.

Solid understanding of Health Care industry. Knowledge of other software packages such as debugging tools, an e-mail tool, and 4th generation languages are preferred.
Experience building and designing products that utilize both real time as well as batch data streams at scale. Understanding of the technical architecture of complex data products

At least 5 years of Business Intelligence experience using MicroStrategy, BusinessObjects, MPP databases (Teradata, UDB)

  • At least 3 years of test experience
  • At least 1 year with Big Data technologies
