Business Intelligence Delivery Manager

The Business Intelligence Delivery Manager will help CareFirst/Federal Employee Program Operations Center’s (FEPOC) clientele build and bring to market their data products. To us, data products range from Business Intelligence mobile app, a report or dashboard or Data Services API that uses data as the primary driver to enable an end goal and create value for all participants.You will own the delivery of a data product line. This role requires close collaboration with Data Products Manager, Data Solutions Architecture, and Data Governance teams.

PRINCIPAL ACCOUNTABILITIES: Under the direction of Director, the principal duties and responsibilities include, but are not limited to, the following:

1. Technical Delivery Accountability

  • Own end to end solution delivery of the products
  • Establish long-term partnerships with the clients, manage their requirements
  • Be accountable for the technical leadership regarding the delivery. Ensure that a sound and future proof architecture is planned, and its implementation meets the technical quality standards
  • Establish project structure and reporting relationships, ensure that everybody understands the project goals, encourage good working relationships among all project team members

2. Staffing Responsibility on projects

  • Hire and assign the necessary and appropriate resources to the project
  • Maintain project documentation, ensure that mandatory documents depending on the project type are created and updated during the project life-cycle
  • Perform risk management to discover and address potential technical problems before they occur
  • Work with the Project Manager and provide oversight to the project progress against project plan
  • Organize and maintain effective communication, both internal (within project team) and external (with project stakeholders and customers)

3. User Access Management

  • Managing end-user access to Business Intelligence platform (eg: FEP Insights)
  • Perform periodic review of the access and work with the Product Manager to remove inactive users

4. Vendor Management

  • Write and Review Statement of Work and RFPs with the vendors (eg: MicroStrategy)
  • Manage Business Intelligence Product contracts

SUPERVISORY RESPONSIBILITY: This position will have up to 8 direct reports and additional indirect reports.The manager will have staff assigned to them in the human resources toolset and shall manage on boarding and off boarding of resources when necessary. The manager shall perform end of year performance appraisals and assist their director in ensuring all performance appraisal are accurate and timely.

Minimum Qualifications:
This position requires a College degree in Computer Science, Engineering, or related technical field such as Information Management or equivalent experience.

  • Minimum 8-10 years’ IT and Business Intelligence project management experience
  • Knowledge of project management concepts, practices and techniques
  • Deep interest in IT and good grasp of technology
  • Result-oriented and focused, agile personality who is not afraid of taking ownership and responsibility
  • Ability to manage customers’ expectations; influence and motivate others
  • Experience in agile software development projects (mobile, BI or DW)

Preferred:

  • Solid understanding of Health Care industry.
  • Knowledge of other software packages such as MicroStrategy, Business Objects, MPP databases such as Teradata, Hadoop, debugging tools, and 4th generation languages are preferred.
  • Experience building and designing products that utilize both real time as well as batch data streams at scale. Understanding of the technical architecture of complex data products
