PURPOSE: This position is responsible for directing the Enterprise Architecture practice for SBP FEPOC in support of Corporate Strategy, Initiatives and Day-to-Day operations. The position is accountable for guiding solutions’ development in alignment with the corporate target state and follow the Enterprise Architecture principles, standards and guidelines. The position is also accountable to provide guidance for in-flight projects enabling optimization from an architectural perspective, eliminating redundancies and ensuring that designs support both tactical and strategic requirements. This position will lead a team of Enterprise Architects, contractors and associates, in establishing Enterprise Architecture practice, development and maintenance of Enterprise reference models and guiding development of software architecture patterns and Designs.
The incumbent with work across all business units at FEPOC. He/She will form close business relationships with Senior Leadership Team and will define process and priorities for enterprise architecture based on business value provided by the EA team as perceived by business units. Additionally, the director will form business relationships with our customers and CareFirst to ensure, collaboration and alignment of Architecture vision whenever plausible.
The director will perform these functions across a portfolio of 100’s of projects representing an aggregate investment of $150-300M annually. The director will engage with the business, delivery, and technical leaders during the process to ensure alignment with the overall initiative and business/technical objectives. The director will coordinate with the Centers of Excellence to ensure that solution designs reflect the CoE standards and practices and to work with the CoE to identify and define new standards and practices. The director will be responsible for the Architectural Governance process which includes the Enterprise Architecture Review Board. The director will also develop metrics and measures to track the effectiveness of Enterprise Architecture with continuous improvement methods. The director will also develop processes and plans to build and maintain close relationships with the delivery organizations.
Under the direction of the Vice President the incumbent’s accountabilities include, but are not limited to, the following:
1. Directs the enterprise architectural direction of the FEPOC Enterprise in support of business goals. Defines architecture guidelines to support the business goals in collaboration with the Senior Leadership Team and the company’s Executive Management team in alignment with the Enterprise Architecture and CoE standards and Blueprints. Identifies and recommends opportunities and drives/facilitates global solutions that are scalable and achieve consistent standards.
2. Directs the overall leadership for development and implementation of integrated business and technology practices and provides guidance for the enterprise solutions. Communicates and champions Enterprise Architecture across the Business Units. Responsible for all Enterprise Architecture milestones are identified, tracked, and met. Partners with all Business Units on establishing an education curriculum in support of the Enterprise Architecture processes, practices, and governance.
3. Develops and maintains the enterprise architecture standards; manages the development of architecture documentation, policies and procedures;
4. Directs the architect team members in day-to-day management including hiring, providing mentoring and growth/training opportunities, performance management and resolution. Keep abreast of current technology through research and self-training.
This position is subject to a Level 6C security requirement.
SUPERVISORY RESPONSIBILITY: Responsible for up to 5-7 direct reports and 0-5 contractors; works to engage and influence associates at all levels of the company in all business units
Required Experience, Skills and Abilities: Bachelor’s degree in computer science or related IT field OR equivalent work experience and a minimum of 12 years’ experience in enterprise projects with at least 5 in an Architecture role. Requires demonstrated experience in multi-project management expertise in developing and architecting solutions in a collaborative environment, as well as significant experience in multiple hardware/software computing environments and system components. Experience in business process re-engineering or process improvement involving broad-based information systems, utilizing tools and techniques to effect business change; business systems analysis experience. Architectural management of multiple core component areas is required, along with migration planning and project management of infrastructure projects. Demonstrated experience in translating business strategies, across several business units, into effective solutions.

The incumbent will need to be able to interface with executive management in all areas of the company to proactively direct the existing and /or new architectural development across all IT areas. Possess demonstrated ability to extract and translate business strategy into visionary architectural blueprints. Demonstrated excellent leadership and negotiation skills as well as manage department budget. Comfortable with enterprise level decision making and is results oriented. Demonstrate ability to participate and facilitate decision making and anticipate organizational needs; Strategic thinking and leadership with strong abilities in relationship and project management; Excellent problem solving, analytical, planning, and communication skills; Visionary in anticipating future IT direction and able to communicate that vision to IT and business partners; Self-motivated, adaptable to change, forward-thinking. Must be able to prioritize and manage time under tight deadlines and demonstrate initiative in problem-solving. Ability to engage oneself and others in continuous learning
Preferred: MS in Computer Science and health insurance systems/platforms’ background a plus.
