Talent Acquisition Strategic Sourcer

PURPOSE:  The Talent Acquisition Strategic Sourcer role is responsible for the recruitment sourcing of IT/Technical skill sets for the Talent Acquisition strategy, its underlying IT programs and components as well as the close collaboration with our Talent Acquisition Specialist and Clients. As a Strategic Sourcer, you will lead and execute the development sourcing techniques via cold-calling, Boolean, Flip, X-Ray searches, etc through resume databases, job boards, associations, industry networking, community engagement, job fair events and corporate association sponsorships. This role will work closely with our Talent Acquisition Specialist and Client for intake/kick-off meeting to ensure that clear requirements are understood to execute proactive search programs aligned with client initiatives. Current understanding of market trends and industry benchmarks with recruiting efforts in the external market, the position provides consultation to key stakeholders internally about best practices as well as the coordinated pipeline efforts of top-tier talent for CareFirst roles.

PRINCIPAL ACCOUNTABILITIES:  Under the direction of the Manager, Talent Acquisition, the principle duties and responsibilities include, but are not limited to, the following:

  • Cultivate strong relationships with the recruiters and hiring managers and perform as an expert in all areas of sourcing talent, define sourcing strategies and add market insights to help influence outcomes
  • Be an expert on the CareFirst BCBS businesses as well as that of the industry and adjacent markets to contribute to sourcing strategies. 
  • Ability to communicate and manage customer expectations with a keen focus on performance and return on investment.
  • Proactively build qualified talent pipelines to meet growing business demands through internet sourcing, recruitment marketing campaigns, events and more.
  • Develop talent pipelines for critical & recurring roles as well as provide market intelligence.
  • Data mining the applicant tracking system (ATS) and customer relationship management (CRM) tool for potential candidates.
  • Research, identify and cultivate external talent networks that will further progress the company’s talent strategy.
  • Work both independently and with the Talent Acquisition team to craft search strategies and develop outreach lists that can be used for current and future (opportunistic) roles
  • Execute on tactical outreach, referral generation, events, and pipelining efforts and crafting custom outreach and meaningful candidate engagement
  • Own candidate relationships all the way to the point of an in-person interview, and be tightly integrated into the feedback process during the interview process
  • Recommend and drive improvements with recruiters and interviewing teams to effectively screen and assess talent
  • Partner with coordinators and recruiters to ensure a remarkable candidate experience.
  • Track candidate activity and share with internal stakeholders.
  • You will work with Talent Acquisition Leaders as they manage their recruitment and sourcing needs.
  • Our customers/clients are our recruiting teams, hiring managers and of course, our candidates. Maintaining a good relationship with these stakeholders is key to your success. In your role you will need to be able to communicate with people at all levels in the organization
  • Prepare weekly, monthly, quarterly reporting on sourcing activity data with anticipated presentation of this data to Talent Acquisition Leaders.
  • Be a steward of our applicant tracking system (ATS) – Peoplesoft and customer relationship management (CRM) tool – Talemetry.

Travel – 25% anticipated local travel within MD/DC/VA corridors for events, meetings and/or client relation efforts.

Minimum Qualifications:


  • Bachelor's degree in Human Resources or Business or equivalent work experience.
  • Minimum 5 years of talent sourcing experience in a high-volume recruitment environment supporting mid to senior level positions.
  • Minimum 5 years’ experience building sourcing strategies for hard to fill positions
  • Minimum 5 years’ proficiency with an Applicant Tracking System (ATS) such as Peoplesoft, Success Factors, Taleo, or similar software
  • Proficiency with LinkedIn AND Linkedin Recruiter
  • At least intermediate proficiency with Microsoft Excel, Word, and PowerPoint
  • Exceptional problem-solving, time management, and organizational skills
  • Ability to approach problems flexibly and demonstrate creativity in solving them
  • Proven track record of driving process improvements and an insatiable desire to provide outstanding customer service
  • Ability to work independently, execute multiple tasks simultaneously, and cut through ambiguity
  • Skilled at effectively managing and prioritizing escalations or business critical situations

Working knowledge of Human Resource policies and practices, the ability to effectively develop business team relationships with clients and co-workers, excellent communication skills (both written and verbal), good presentation skills, knowledge of EEO and affirmative action requirements, the ability to travel out of state and to offsite locations and strong PC skills using word-processing and spreadsheet programs.
