Senior Procurement Oversight Associate

PURPOSE:  This position acts as a procurement subject matter expert (SME) and is responsible for initiating, developing, analyzing, integrating and communicating information relating to the procurement lifecycle within the FEPOC.  This position is responsible for creating new and developing/maintaining existing reports, metrics, etc. on a pro-active basis.   Position includes, but is not limited to, providing complex reports, analysis, budget tracking, and enhancements at the department level.  This position provides coordination to CareFirst Procurement by initiating, creating and developing internal communications, reporting activities relating to the department/division procurements and external entities, as well as complex special projects/initiatives.   This position will focus on driving procurements to completion in support of the diverse functions within the company’s operations, strategic planning, marketing efforts, financial goals and company initiatives.


PRINCIPAL ACCOUNTABILITIES:  Under the direction of a Finance Manager or Director, the Tactical Analyst’s accountabilities include, but are not limited to the following:

  • Creates and tracks current procurement inventory across the Enterprise, including renewals.  Ensures all procurements are correctly entered into Ariba and tracks approval progress across multiple workflows. 
  • Approves and supports appropriate procurement project schedule depending on the category of procurement.  Categorize and prioritizes procurements based on a green, yellow, red model, and escalate as necessary.  Monitors procurements for required approvals.  Maintains a running forecast for large procurement awards to ensure sufficient funds are available.  Research and escalate overdue invoice issues.
  • Initiates and designs complex department communications, policies and procedures for both internal and external usage, coordinates internal reporting requirements for the department, creates presentations for management, educates teams and management on issues, policies and procedures where appropriate.  May be involved with RFPs and vendor management.
  • Initiates issue resolution using creative techniques or documented facilitation techniques to improve productivity as the SME.  Performs procurement support responsibilities as requested or as necessary.  As a SME, assists less experienced associates with project management and analytical skills.  Continues to increase procurement knowledge to provide enhanced recommendations to management.



Required:  Bachelor’s Degree in Accounting or Finance or directly related equivalent work experience and 5 or more years of progressively responsible experience in the IT or financial services industry with experience in direct analysis and reporting experience. Position progression must include direct financial accountability.  Individual must have demonstrated projects reflecting initiative, creativity as well as a team player.  The individual must exhibit an excellent knowledge of strategy, organization, and process within a company context with a focus on information technology procurement issues.  An excellent knowledge of methodologies, forecasting and analysis, project management, and performance metrics is required.  Must be able to effectively work in a fast paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.


Skills:  Demonstrated facilitation and presentation skills are required.  Other requirements are interpersonal skills, exceptional written and verbal communication skills and an excellent knowledge of Microsoft Office (including EXCEL and Power Point), Internet browsers and project management tools.  Flexibility and the ability to work independently as well as part of a team. 


Preferred:  College Degree in Finance or related field, CF experience, CF IT experience, consulting background.  Knowledge of FAR and Ariba or similar procurement automation tools.
