Budget & Expense Management Manager

Purpose:  This position is responsible for managing the annual corporate budget process and monthly analysis for actual corporate administrative expense functions for CareFirst, Inc.  The incumbent is accountable for directing the preparation of the annual budget; leading the development of budgeting tools/strategies for the executive management decision process; forecasting the course of spending; monitoring monthly expenses for significant variances, risks, and opportunities; and providing support and direction to all levels of management (including the CEO and Board of Directors) on administrative expense issues, including special projects as requested.

Under the direction of the Director of Operational and Management Accounting, the incumbent’s accountabilities include, but are not limited to, the following:

  • Manages the preparation of the annual CareFirst, Inc. administrative expense budget; provides leadership to all levels of management regarding the budgeting process; and develops strategies for managing budgets to the corporate target.
  • Manages research and special projects for senior management and the Board of Directors relating to administrative expenses. Including, but not limited to, assesses the financial/operational impact of accounting changes; establishes procedures to maintain compliance with accounting changes; and coordinates system development or enhancements).
  • Manages the monthly operational functions to ensure data integrity of administrative expenses.  Identify potential financial risks and opportunities and develop a strategy to achieve the corporate budget.  Interacts regularly with all levels of management to provide guidance on technical administrative expense issues.
  • Supports a numerous internal and external audit requests for administrative expenses. Manages departmental assignments/resources; provides guidance, training, support and leadership to assigned staff; and manages the administrative expense budget for the Budget and Expense Management cost center as well as assists the Vice President’s and Chief Finance Officer with the management of the Finance Budget.

Supervisory Responsibility

Manage, coach, mentor, and supervise a staff of 13 accounting professionals on projects and assignments. 


Required:  A BS in Accounting or Finance and 8 to 10 years of progressive financial/accounting and managerial experience.  In depth knowledge of GAAP, STAT, and federal regulations.


Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.   Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

This position requires strong analytical skills, strong management skills, strong problem-solving skills, and PC and financial system skills. Must be good team player with excellent people skills.

Preferred:  CPA/MBA strongly preferred.  A knowledge of CareFirst BlueCross BlueShield operations is strongly preferred. Healthcare insurance industry experience.
