SUMMARY/PURPOSE:

This position is both technical and business in nature.  The incumbent is required to have a deep understanding of FEP Operations Center’s ® (FEPOC) technology, application, services and capabilities to effectively communicate service offerings to the (specific or multiple) businesses in understandable terms, and will establish new initiatives to address business needs.  The incumbent is also required to consult with technical and business personnel at local Blue Cross and Blue Shield Plans nationwide to determine how Plans may take full advantage of FEPOC’s current solutions and to determine Plans’ future technology solutions needs that the FEPOC may fill.  The incumbent also consults with technical and business personnel at the FEPOC to provide advice on how planned technology solutions may impact Plans’ technology or business processes.  The incumbent is responsible for the timely recommendation of, and the coordination of, implementation at Plans of cost effective solutions for required business needs ranging in complexity from simple to very complex. Must possess the ability to perform detailed systems/business analysis, formulate detailed approaches to accommodate scope of project, presentations of pros/cons of approaches, coordination with affected IT areas, and coordination of non-IT areas if applicable. Emphasis in this position is the ability to step in, take charge if required, and produce the desired outcome with very little management intervention. Work is reviewed periodically by management.

 

Additionally, the incumbent will work in concert with executive leadership, Technical Staff Members, and the enterprise architects to ensure that activities across business areas are aligned with one another to provide maximum value to the customer and the fulfillment of goals.  Collaborate with senior business leaders from (Specific or multiple) to develop and extend the overall strategy to specifically support (Specific or General) strategic initiatives). 

QUALIFICATIONS/REQUIREMENTS:

Required:

BA/BS in Computer Sciences, or a related field or directly equivalent related experience.  6+ years in technical/software account management and experience in the following: 

  • Progressive broad-based information systems experience (which could include consulting) with state-of-the-art hardware and software systems is desirable; knowledge and implementation experience in new computing architectures and networked computing struc­tures. 
  • Experience in project management and execution of multiple development projects,        
    particularly as a business lead on systems development, with working knowledge of applications development lifecycle
  • Demonstrated leadership experience, during which two or more of the following occurred:

o   successfully developed and implemented new technologies and work processes

o   demonstrated high competency in project management and the execution of multiple or large projects

o   demonstrated competency in strategic thinking and leadership with strong abilities in relationship management

o   demonstrated leadership of multidiscipline, high-performance work teams/groups

o   demonstrated competency in developing efficient and effective solutions to diverse and complex business problems

o   successfully developed and implemented applications using new and emerging technologies

o   established a successful track record of managing joint IT/business teams through life-cycle phases

  

Abilities/Skills: 

Experience in account management/marketing.  Ability to work with requirement analysts, developers and testing staff to provide an understanding of possible repercussions inherent in system and sub-system design that may have impacts to Plans’ technology or business processes. Ability to articulate and understand customer requirements, analyzes technology trends, prepare and communicate information to support implementation of initiatives.   Also required is the ability to work independently, in team environment, to perform complex analysis, and to multi-task in a fast-paced environment.  Exceptional problem-solving skills are essential.  Very strong oral and written communications skills are required, in order to communicate effectively with all levels of management, customer areas, and peers.  Excellent interpersonal skills and leadership experience is required for internal/external executive level customer and vendor account management.  Microsoft Office Suite skills are required.

 

Preferred:

  • College Degree.  
  • Business knowledge and applicable software knowledge is desirable. 
  • Experience in leadership of medium/large projects is desirable.

PRINCIPAL ACCOUNTABILITIES:

Under limited direction from the IT Manager/Director, the incumbent’s accountabilities include, but are not limited to, the following:

  • Meets with IT and business executives at Blue Cross and Blue Shield Plans to identify their requirements for technology and business solutions offered by the FEP Operations Center® (FEPOC). Analyzes and documents their requirements to determine their desired outcomes in order to provide input to the design of the system and/or offer alternative solutions in a timely manner. Consults on the technical and business feasibility of implementing new solutions at Plans or modifications to existing solutions, and provides several alternative solutions in order to maximize client problem resolution and minimize project costs.
  • Provides technical and business consultation to the design of Plan-impacting FEPOC technical and business solutions.  Assists in the resolution of problems and functions as the Plans’ escalation point at the FEPOC for technology or business problems.   Responsible for co-coordinating the implementation of effective and efficient solutions in a timely manner.  
  • Maintains excellent working relationships at Plans, other vendors and the FEP Director’s Office in order to promote a high level of satisfaction with the FEPOC and its technology and business solutions. 
  • Develops/maintains technical and business knowledge through training, classes, research, etc. Proactively analyzes and reviews emerging technology, changes in the Insurance/Healthcare industry and the technology and business functions of various Plans and vendors, in order to determine what solutions would provide the best approach to support their strategies, goals and objectives.
