New Business Prop Project Manager

The primary focus of this position is related to large, high profile local and national opportunities.  Manages all activities related to the process of producing customized responses to Requests for Proposals (RFPs), Requests for Information (RFIs) for large high impact accounts large commercial accounts.  The incumbent, acting as project manager, has overall responsibility for ensuring all proposal deadlines met, and overall accuracy of the proposal response.  The incumbent produces detailed work plans establishes timelines to ensure successful project completion within stringent deadlines; coordinates and facilitates planning and progress meetings among all contributing areas; gathers, verifies, and analyzes technical information; develops and composes comprehensive customized bid responses; maintains documentation to provide an audit trail; establishes a strong internal and external network of subject matter experts; serves as team leader/mentor to other SPD staff members.

At non-peak times or as the business needs dictate may further support the proposal team by responding to surveys received from prospective and renewing clients, consultants, BCBS plans, the Consortium, third-party administrators, and others, for both local and national business. 


  • Acts as the project manager for complex, highly visible RFPs.  Completes a thorough review of the RFP including bid specifications, bid requirements, bid statements of work, questionnaires and other proposal documents. This review nets the identification of: financial impacts; potential roadblocks/issues/opportunities that may require senior management intervention/decisions; corporate resources that will be required/needed; as well all departmental resources needed to ensure the time sensitive due date is not missed.  A comprehensive work-plan is developed which includes a proposal schedule, summary of proposal requirements; identification of potential issues/opportunities along with key stakeholder identified for the bid meeting(s).  Determines and documents as a part of the work-plan management’s (including senior and executive) expectation for proposal status updates/review requirements. Works with sales to set-up and facilitate bid meetings which secure buy-in to resource requirements and key accountabilities/ownership for specific subject matter. Confirms key timeline deliverables with scheduled checkpoints with stakeholder/subject matter experts. Monitors ongoing project deliverables with appropriate issue resolution measures to ensure no critical path or project milestones are impacted.  Facilitates pre-established check-in points according to project plan.  Adapts/modifies project plan accordingly.  Holds stakeholders and subject matter experts to agreed upon timeline/deliverables.


  • Able to apply complex information to formulate compelling proposal responses.  Review and rewrite/edit technical responses from subject matter experts so that they reflective CareFirst’s value proposition and the sales strategy for the specific account.  This could include translating narrative text into graphics, creating narrative text from bullets, etc.


  • This may require creating account specific documents /narratives as well developing new standard materials, etc. Ensures original written responses are concise, complete, logically organized, and understandable to the targeted audience; possesses knowledge of and applies plain and simple language, correct sentence structure, grammar, and punctuation.


  •  Reviews entire proposal response and supporting documents, attachments, financial responses, everything related to the finalized RFP to ensure consistency in messaging, accuracy of information, and compliancy with bid requirements.


  •  Assists with other proposal related departmental projects/deliverables.  This could include the preparation, disbursement to subject matter experts,  finalization of proposal documents and production, and providing updates and new information for internal databases.


This position has no direct reports, but acts in a lead capacity and may coordinate a project team of 5-10 associates depending on the project. This position is expected to assist in training, mentoring and developing other team members.



This position requires a four-year degree in a business or related area.  In lieu of a 4-year degree, an additional 4 years of relevant experience is required.  In addition, 4 - 8 years project management experience related to marketing communications and/or proposal development is required. 

In addition, this position requires individuals to be flexible with work schedule/hours, ability to work under time constraints and non-negotiable deadlines, adapt to shifting priorities, possess the ability to work independently as well as part of a team are required.

•The ability to articulate in writing CareFirst’s value proposition often through specific question/answer responses.  Will be required to use a  variety of writing styles: technical, creative, and marketing

•Writing Skills: Must have a mastery of language including rules and usage, spelling, punctuation and grammar count; Superior command of the English language including rules and usage

•Solid teamwork and interpersonal skills, with the ability to communicate with all levels within the organization up to and including executive management

•MS office proficiency including MS Word, MS Excel and MS PowerPoint

•Proficiency with Adobe Professional

•Strong analytical skills, ability to apply lessoned learned from one project to next project

•Ability to handle multiple projects with tight inflexible deadlines at the same time.

•Strong leadership skills including having the ability to get work done through others

•Excellent oral and written communications; ability to present and discuss issues, technical information in a way that establishes, rapport, persuades others or assists so others gain an understanding


Project Management Institute Certification as project a Management Professional (PMP) or Certification in Proposal Management from the Association of Proposal Management Professionals (APMP). Technical Writing Certificate from an accredited institute; 3 - 5 years of Health insurance industry exposure or 3 - 5 experience with proposal development. A working knowledge of CareFirst, products, networks, operations and systems.  MS Project.

The associate is primarily seated while performing the duties of the position.  Occasional walking or standing is required.  The hands are regularly used to write, type, key and handle or feel small controls and objects.  The associate must frequently talk and hear.  Weights up to 25 pounds are occasionally lifted.
