Resp & Qualifications
The primary focus of this position is related to large, high profile local and national opportunities. Manages all activities related to the process of producing customized responses to Requests for Proposals (RFPs), Requests for Information (RFIs) for large high impact accounts large commercial accounts. The incumbent, acting as project manager, has overall responsibility for ensuring all proposal deadlines met, and overall accuracy of the proposal response. The incumbent produces detailed work plans establishes timelines to ensure successful project completion within stringent deadlines; coordinates and facilitates planning and progress meetings among all contributing areas; gathers, verifies, and analyzes technical information; develops and composes comprehensive customized bid responses; maintains documentation to provide an audit trail; establishes a strong internal and external network of subject matter experts; serves as team leader/mentor to other SPD staff members.
At non-peak times or as the business needs dictate may further support the proposal team by responding to surveys received from prospective and renewing clients, consultants, BCBS plans, the Consortium, third-party administrators, and others, for both local and national business.
This position has no direct reports, but acts in a lead capacity and may coordinate a project team of 5-10 associates depending on the project. This position is expected to assist in training, mentoring and developing other team members.
This position requires a four-year degree in a business or related area. In lieu of a 4-year degree, an additional 4 years of relevant experience is required. In addition, 4 - 8 years project management experience related to marketing communications and/or proposal development is required.
In addition, this position requires individuals to be flexible with work schedule/hours, ability to work under time constraints and non-negotiable deadlines, adapt to shifting priorities, possess the ability to work independently as well as part of a team are required.

•Writing Skills: Must have a mastery of language including rules and usage, spelling, punctuation and grammar count; Superior command of the English language including rules and usage
•Solid teamwork and interpersonal skills, with the ability to communicate with all levels within the organization up to and including executive management
•MS office proficiency including MS Word, MS Excel and MS PowerPoint
•Proficiency with Adobe Professional
•Strong analytical skills, ability to apply lessoned learned from one project to next project
•Ability to handle multiple projects with tight inflexible deadlines at the same time.
•Strong leadership skills including having the ability to get work done through others
•Excellent oral and written communications; ability to present and discuss issues, technical information in a way that establishes, rapport, persuades others or assists so others gain an understanding
Project Management Institute Certification as project a Management Professional (PMP) or Certification in Proposal Management from the Association of Proposal Management Professionals (APMP). Technical Writing Certificate from an accredited institute; 3 - 5 years of Health insurance industry exposure or 3 - 5 experience with proposal development. A working knowledge of CareFirst, products, networks, operations and systems. MS Project.
