Senior Non-IT Project Manager (Medicaid experience highly desired)

Oversees all activities related to project management: coordinating with all functional areas, created detailed work plans and timelines, implementation and post implementation follow-up and monitoring.  The projects are tracked in a project work plan, with clearly defined deliverables, dates, and accountable personnel, which identifies the steps necessary to implement successfully.  In addition, coordinates and facilitates cross-divisional projects and acts as liaison to communicate activities.


Duties and Responsibilities:

1) Manages all phases of the project life cycle process, which include monitoring progress, serving as resource to divisional management regarding the project, preparing documentation for appropriate management, executive staff, and various committees, preparing staff updates as required for various committees and various levels of management. Manages the project work (task, sequencing, milestones, risk, and contingencies) to ensure that the project is launched on time and within time constraints.  Review detailed plans to ensure that the implementation meets defined expectations and are in accordance with overall goals. Works closely with Internal Stakeholders and External customers to communicate activities related to implementations.

2) Provides direction and motivation to multi-disciplinary project team.  Works with a team of managers and analysts to set priorities and ensure proper communication across divisions. Troubleshoots problems and resolves issues.

3) Acts as a liaison across all areas to ensure effective and efficient goals, scope, progress, and completion of projects.  Coordinates issues throughout CareFirst, and externally when necessary, to promote accurately represented information.

4) Ensure documentation is developed and maintained to support progress of project.  Drives the development of workflow process to manage the impact of various projects on multi-departmental workforces and their daily activities. Oversees daily, weekly, and quarterly progress updates of all projects and data when necessary.



This position has no supervision over others, however, may coordinate a project team of 5-10 associates depending on the project.



  • A Bachelor’s degree in a business or related area and/or equivalent work experience
  • 5-8 years of related non-IT project management experience in a large scale, cross functional, multi-system environment.
  • Experience in execution of multiple related development projects simultaneously, particularly as Project Manager on systems development, with working knowledge of Systems development lifecycle and the Project Management Lifecycle.
  • Flexibility and the ability to work under time constraints, adapt to shifting priorities, to work independently as well as part of a team are required.

Abilities/Skills: This position requires excellent project management skills including but not limited to cost/benefit analysis, risk assessment, work plan development and management. The incumbent must have well-developed interpersonal skills and the ability to synthesize information quickly. The incumbent must have excellent analytical skills, excellent organizational and coordination skills.  The incumbent must have effective presentation, negotiation and influencing skills to interface with all levels of management.  The incumbent must be able to apply complex problem-solving abilities to achieve problem ad process solutions. 


  • Master’s Degree in a related field. 
  • 5-8+ years of structured functional project management experience in the health insurance industry preferred.
  • Medicaid and/or Medicare experience highly desired.
  • Specific experience with successful large-scale project implementations is preferred
  • Project Management Institute Certification as Project Management Professional (PMP) and CMMI/SEI experience ideal.
