PURPOSE
Ensure the identification, measurement, accumulation, analysis, preparation, interpretation, and communication of all financial information for use by the Business Unit. This position is the key financial strategic partner and plays a key role in supporting the business to ensure that effective financial management is achieved. This Finance leader is a strong partner across management to continuously improve business decisions and results as well as improve the quality of data on which decisions are made. This role is also critical for providing guidance, communicating, and coordinating any business or financial requirements across the division. Responsibility includes annual planning, budgeting, forecasting, accounting, financial analysis, expense management, operational and executive reporting, and leading the review of operational performance with executive management. This Finance leader is also responsibility for financial oversight of Shared Services providers and procurement contract compliance.
ESSENTIAL FUNCTIONS
Oversee Financial Operations, Accounting and Controls. Direct all accounting and reporting functions to include reviews and approval of expenses, establishing appropriate Standard Operating Procedures (SOPs) and training for the organization. Ensure reporting needs are met for all internal and external customers.
Direct Financial Planning and Strategy. Drive continuous improvement in Financial Management and set strategic direction and planning to handle new business opportunities contemplated under the new ten-year contract. Will work closely with executive leadership to ensure all budget costs are correctly reported and tied back to the budgeted line items. Ensure all expenditures are in line with the contract, SOWs scope documents, and are captured accurately in established financial cost objectives.
Financial Analysis and Reporting. Will be responsible for overseeing the planning, budget and business portfolio; forecasting, tracking and monitoring contracts; and directing the portfolio financial analysis, including recommendations to executive management on portfolio spend adjustments to include return of funds or request for additional funds as needed.
Manage Financial Budgeting and Forecasting (including complex IT job cost- level detail). Establishment of a finance discipline and knowledge within the organization and across all business units. Development and monitoring of appropriate controls and processes to ensure effective financial cost management with approved budget limits. Will be responsible for overseeing the planning and budget of the annual IT and business portfolio; forecasting, tracking and monitoring the contract budget of $438 million; and directing the portfolio financial analysis, including recommendations to executive management on portfolio spend adjustments to include return of funds or request for additional funds as needed. Will work closely with CareFirst Finance, and Data Center leadership to ensure all budget costs are correctly reported and tied back to the budgeted line items. Ensure all expenditures are in line with the contract, SOWs scope documents, and are captured accurately in established financial cost objectives.
Guarantee compliance with Financial laws and guidelines to include Procurement Contract Compliance and Financial Management associated with external & internal operating contracts. Will have oversight responsibilities for procurement contract compliance and managing associated risk, invoice payment processes, managing activities associated with contracts’ spending limits and ceilings, managing the forecast of financial impact of procurement, and supporting Infrastructure & Operations’ procurement sourcing activities as needed. Will have oversight of IT and Shared Service Allocations driven by the agreement between the Service Benefit Plan Administrative Services Corporation (SBPASC) and CareFirst for delivery of Data Center Services and Corporate Services such as Executive Leadership, HR, Legal, Finance, Procurement, Internal Audit, Facilities, etc. Will include monitoring, tracking, analysis and reporting of cost vs. budget; and partnering with Executive CareFirst Management to determine the appropriateness of charges and negotiate changes as business needs change.

In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Preferred Qualifications
10 years of proven Director level or Senior Management experience
CPA / MBA; Prior Procurement experience a plus. FAR experience a plus
