This is Run, not walk, opportunity to advance your career and make a positive impact and is accountable for execution of a project portfolio entailing ~150 project work stream, $200M+ in spend and impacts virtually every functional area of CareFirst.  This portfolio of highly complex, large scale, corporate programs is comprised of multiple IT projects and business improvement projects that have a significant legal and/or financial impact to CareFirst Business, and directly support the delivery of strategic capabilities.  This role must utilize a comprehensive understanding of corporate strategic imperatives and the Systems Development and Project Management Life Cycles to ensure compliance with organization goals and timelines.

Specifically, this role develops and implements the governance, tools and processes for project/program management and business analysis as it pertains to the ePMO initiatives, and will:

  • Maintain process sets and templates used by project teams for management of project deliverables and development of business requirements – in a centralized SharePoint collaboration site, Process Asset Library (PAL).
  • Centrally capture all business requirements across the portfolio in an enterprise tool with traceability of requirements to test plans and test cases.
  • Assist business, IT and project teams with all phases of the project lifecycle – from initiation and chartering to deployment and project closure.
  • Assist in Project Planning, Resource supply/demand for business analyst and project managers and synchronize resources with portfolio prioritization / timelines.
  • Refine processes, tools and templates as needed to both support the project lead community and enforce process standards to assure compliance in an audit-oriented environment – whether from internal and external queries.
  • Assure visibility of project sourcing and procurement requirements  to, with tracking of workflow in alignment with External Labor Management, Legal and Procurement policies and practices.
  • This role provides strategic and tactical planning, direction and consultation to IT and Business Senior Management as it relates to the implementation of Corporate Initiatives.  It requires extensive knowledge and experience related to Project Management, Business Requirements, Information Technology, and standard Health Plan Business Functions.
  • Communication skills are required to persuade, gain cooperation, provide formal presentations to various sized groups and to reach consensus and resolve conflict. 
  • Excellent written skills are required to prepare reports/documents for internal presentations as well as presentation to various Boards of Director meetings. 
  • Advanced planning, organization, analytics, and business acumen are required to understand and present the implications of various decisions. 
  • This position also coordinates and directs the portfolio delivery efforts of Managers and Directors of other Departments and will provide leadership and influence for Director and VP levels.

Schedule and Work Plan Management… 

  • Denote project commitments that reconcile to approved divisional plan commitments.  Support delivery performance scoring calculated across all projects and reported to sponsors/business owners.
  • Build and maintain weekly all the tasks/activities required to meet the agreed-upon scope in approved charters.  Weekly maintenance to include integration with CA Clarity PPM enterprise tool for team time entry.  Includes resource assignment and pricing of work activities.
  • Ensure that Project Schedules align with defined standards for workplan structure, report codes, financial indicators (cap/exp), and key milestones, thereby enabling consistent reporting, metrics, and aggregation across the portfolio. 

Requirements Management Support…

  • Support enterprise tools (HP Application Lifecyle Management, iRise, Blueprint, PRD templates) in use across all project teams
  • Partner with all project teams to centrally capture all IT, project and business requirements across the portfolio such that they can be reconciled to development of test plans and test cases. This entails thousands of documented individual business and technical requirements.
  • Develop standards and processes to gathering, documenting and socializing business and technical requirements for ePMO led initiatives.
  • Develop and implement best practices for business requirements, PMO standards, processes, and policies.

Maintain SDLC/PMLC Processes, Tools and Templates…

  • Maintain process sets and templates used by project teams for management of project deliverables – in a centralized SharePoint collaboration site, Process Asset Library (PAL).  This entails approximately 10 required standard deliverables and numerous other tools/templates available for project teams.
  • Refine processes, tools and templates as needed to both support the project lead community and enforce process standards to assure compliance in an audit-oriented environment – whether from internal and external queries.
  • Assure the project lead community is well-versed in each of three primary project lifecycles (Waterfall, Iterative, Agile) as appropriate through Training, Hosted Business and Technical Lead Forums, and Ad Hoc requests for support. Also includes practices for management of issues, risks, interdependencies, and change management needs. 
  • Ensure that the CareFirst Defined Processes are followed to optimize project success in line with industry Best Practices, working with 100+ resources across business and technical project management roles, solution architecture roles, test lead roles and business owner roles.

CI Portfolio Planning, Program Management and Governance Support…

  • Assist all project teams with all phases of the project lifecycle – from initiation and chartering to deployment and project closure.
  • Monitor, manage, oversee, and govern the execution of the project portfolio to include presentation / facilitation of Executive Steering Committee meetings, Program Change Control Boards, and other governance bodies.
  • Manage a team of Program Managers – aligned to the various Business and TOS sponsoring organizations, to act as a conduit for information flow to/from the PMO.  
  • Conduct quality reviews of key project artifacts to include Project Charters, Requirements, Status Reports, and Closure documents.  Run peer reviews/walkthroughs of key artifacts, and coach/mentor project teams on creation of quality documents. 
  • Ensure that governance and best practices are followed including risk and issue management, interdependency management, and change control.  
  • Provide timely, relevant and objective data to be used to monitor the health of the project portfolio, to measure the performance of the portfolio, and ensure that delivery of strategic objectives is achieved on time and on budget. 
  • Assist in CI Portfolio Planning and help build (and reconfigure as needed) the project portfolio to support the CareFirst Annual Corporate Plan – entailing project inventories, required budget, identification of sponsorship and project leads, and reconciliation to divisional goals.  This must support the governance responsibilities of the CI Portfolio Planning, Metrics and Reporting team as well as the strategic planning needs of the corporate annual planning processes.
  • Assure that sourcing and procurement needs identified by project teams are tracked and aligned with the work intake process for External Labor Management, Legal and Procurement departments and in any given year there are dozens of new procurements which must be administered and hundreds of other standard work order and contractor sourcing needs.

Budget and Staff Management…

  • Manage or influence project managers, business analysts, test leads, solution architects and project business owners across the organization. 
  • Provide direct supervision, performance feedback, goal setting and annual performance assessments for all direct reports.  Determine training opportunities and skills development needs. 
  • Conduct hiring, firing, advancement, promotional or any other charge of status of direct and indirect reports. 
  • Direct the activities of the Project Management Life Cycle in Conjunction with the Software Delivery Life Cycle.  Direct team to act in a cycle of continuous process improvement, and quality management.

QUALIFICATION REQUIREMENTS:

  • 8+ years of prior Project Management experience in large scale environments (5000+ employees)
  • 2+ years leading Business Analysis teams / offices in large scale environments (5000+ employees)
  • 5+ years leading PMO, BAO or Technology teams as a Director, VP or related level.
  • Experience working in multiple organizations managing projects and/or working on PMO departments.
  • Experience managing BAO department as director or VP level
  • Understanding of processes, tools, and templates and managing the balance between the need for solid governance and control practices with flexibility in project team needs.
  • Extensive knowledge of the Project Management Life Cycle, and the Software Development Life Cycle. 
  • Knowledge in PMO development, governance, monitoring, compliance, process development, implementation, and project management.
  • Proficient in MS Office suite: MS Project, Excel, PowerPoint.

PREFERRED QUALIFICATIONS:

  • Prior Health insurance or healthcare provider industry exposure, specific experience with successful large-scale project implementations. 
  • Project Management certificate (PMP) from the Project Management Institute (PMI), currently pursuing certification, or similar certification.
  • Experience and exposure to both IT and Business functions in a management position.
  • Demonstrated strength in project management of cross-functional delivery environment and available technologies for successful implementation.
  • Experience in business process reengineering methods, metrics, tools, and techniques.
