Manager, Community Health & Social Impact

PURPOSE
The Manager develops, implements and oversees a comprehensive evaluation strategy aimed at assessing the performance of a portfolio of Community Health & Social Impact (CHSI) investments and programs, ultimately disseminating work products on whether and how the investments and programs derive value and produce measurable outcomes. Works with a matrix of clinical, population and community health thought leaders to translate evaluation findings into actionable improvements to CHSI investments and programs and assists in the roll-out of new initiatives in order to incorporate rapid-cycle feedback and learning.

ESSENTIAL FUNCTIONS
Weight Essential Functions
Coordinates, plans and executes assessments and program evaluation activities related to public health issues. These include but are not limited to: public health infrastructure and systems development, health promotion education programs, the built environment, health promotion policy, and/or chronic disease prevention and wellness initiatives.

Develop, write, and execute a range of supervised program evaluation plans to include needs assessments and developmental, process, and outcome evaluations using multidisciplinary skills and both quantitative and qualitative methodology.

Documents findings from evaluations in a variety of formats and to a variety of audiences.

Develops internal and external tools, strategies, and policies to facilitate evidence based public health practice.

Builds capacity for and advance knowledge of program evaluation methods and strategies among community stakeholders.

Manages individual and team outcomes by hiring, training, orienting, coaching, communicating job expectations; monitoring and assessing performance and enforcing policies and procedures. Ensures that team members are kept abreast of all relevant standards and methods. Develops and manages the team’s budget.

Functions independently within broad scope of established departmental policies/practices; generally refers specific problems to supervisor only where clarification of departmental operating policies/procedures may be required.

QUALIFICATIONS

Education Level: Bachelor's Degree

Education Details: Business, HealthCare Management, Public Health or a related field

Experience: 5 years public health and community-based evaluation or a closely related field of work
1 year formal direct people leader experience

Preferred Qualifications
Experience in community based participatory research, collective impact, place based strategies, results based accountability and/or related methods and frameworks for large scale public health evaluation.

Knowledge, Skills and Abilities (KSAs) Proficiency
Familiarity with foundations of program evaluation and knowledge of evaluation designs Proficient
Ability to educate program staff and partners about evaluation concepts and methods. Proficient
Knowledge of appropriate data collection and analysis methods including the ability to conduct analyses using proper analytic tools for quantitative (e.g., SAS, SPSS, R, Minitab) and/or qualitative (e.g., Nvivo, Atlas.ti, MaxQDA) data. Proficient
Ability to organize and summarize information clearly and concisely. Experience with synthesizing information generated through an evaluation or applied research study to produce findings that are clearly linked to the data collected. Proficient
