Resp & Qualifications
PURPOSE
Provides daily management and supervision of the Procurement operations, ensuring appropriate and consistent interpretation of and compliance with policies and procedures. Is responsible for owning our Ariba system and pushing towards developing a best in class tool for PO processing. Works closely with Finance to ensure the payables process closely ties to this effort. Manages a team of Buyers who handle our lower dollar transactions for the company and works closely with Legal for contract development. Owns the Supplier Diversity program for CareFirst to build the vision and strategy for the coming years. Also responsible for implementing our spend analytics tool and savings tracker for all projects.
ESSENTIAL FUNCTIONS
Develop procure-to-pay (P2P) strategy with a 3-5 year forward budget based on relevant functional and business strategies that drive out transactional costs. Manage and optimize procurement systems across the organization to decrease requisition to order placement time period. Ensure compliance to our policies and procedures. Works closely with Finance to ensure our P2P program is efficient and effective.
Manages a team of Buyers for our lower dollar IT and Non-IT purchases. Works to ensure policies are followed for this buying activity and works closely with Legal to implement contracting documents. Prepare and conduct negotiations with suppliers/partners to drive compliance and savings.
Develop a robust Supplier Diversity program and a roadmap for activities over the coming years. Work with our Diversity and Inclusion team, and Strategic Sourcing team to implement best
Responsible to develop a best in class spend analytics tool and the ability to refresh and report on our data on a monthly/quarterly basis. Will also be responsible to develop, implement and maintain a savings tracking tool for all Procurement related projects and will work closely with Finance to validate these initiatives. Oversees development of and updates to department and stakeholder training materials and communication programs
Qualifications/Requirements
Required: This position requires (i) a Bachelor’s degree in Business Administration or related field, or equivalent experience, and (ii) over 10 years of experience in procurement and supply chain processes and systems, including 5 plus years of progressively responsible management experience.
