Manager, Finance

Resp & Qualifications

PRINCIPAL ACCOUNTABILITIES: Under the direction of the SBPASC Director of Finance, responsibilities include, but are not limited to:


Provides Financial support by preparing and monitoring budgets; ; oversight of monthly reporting and variance analysis; procurement and accounting support as needed; managing staff.


Prepares information technology capital and operating budgets by developing assumptions; forecasting and consolidating requirements; planning expenditures. Meets operating expense and information technology budgets by scheduling and tracking expenditures; analyzing variances; initiating corrective actions; counseling and supporting managers; establishing and communicating financial policies and procedures.

Manages  finance by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.

Review and approval for SBPASC expenditures against the SBPASC Operating Plan and Review and approval of Executive Summaries for SBPASC expenditures to ensure budget/cost center accuracy and adherence to CareFirst and FAR guidelines. Audit support as needed.

Manages IT and Shared Service Allocations driven by the agreement between the Service Benefit Plan Administrative Services Corporation (SBPASC) and CareFirst for delivery of Data Center Services and Corporate Services such as Executive Leadership, HR, Legal, Finance, Procurement, Internal Audit, Facilities, etc.  Will include monitoring, tracking, analysis and reporting of cost vs. budget; and partnering with Executive CareFirst Management to determine the appropriateness of charges and negotiate changes as business needs change.

Reports information technology budget status by preparing weekly, monthly, quarterly, and special reports; preparing presentations as needed.

Improves finance, administration, and management job knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

Education Level: Bachelor's Degree

Education Details: Accounting,Finance, Technology, Business or related field

Experience: 5 years prior experience in an Accounting or Financial management or supervisory role.

In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Knowledge, Skills and Abilities (KSAs)


Financial and Business Analysis skills


Excellent communications skills both written and verbal.


Highly proficient in Microsoft Office and similar applications


Knowledge of budget control methods, policies, and procedures.


Knowledge of managing resources, outsourcing, and vendors.



Additional Skills and Abilities

Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.


MBA, CPA, and/or CFA preferred. Additional experience may be a substitute.

Prior Fixed Asset Accounting Experience.

Project cost experience with an understanding of cost allocations.

Experience with Accounting Management and Audit Support.
