Resp & Qualifications
Provides financial support to the business, including but not limited to cost allocations, fixed asset accounting and analysis, variance analysis, invoice and procurement support, and project analysis. Interfaces regularly with project managers, procurement and business area directors. Supports large and/or complex projects.
Develops and prepares information technology capital and operating budgets by developing assumptions; forecasting and consolidating requirements; planning expenditures. Meets operating expense and information technology budgets by scheduling and tracking expenditures; analyzing variances; developing and communicating financial policies and procedures.
Develops, coordinates, analyzes and verifies data and financial reports to produce the financial Plan for fixed assets and IT and Shared Service allocations. Creates and manages databases as needed. Develops specifications needed to calculate data and present results regarding information technology budget status.
Responds to manager, director, and executive inquiries, handles special requests, researches complex accounting issues. Communicate with corporate management on accounting/financial processes and regulatory requirements. Analyzes trends, calculates and verifies data. Prepare financial data for presentation to upper management.
Coordinates, reviews and analyzes the Division’s expenditures and Executive Summaries to ensure the Division’s compliance with CareFirst and FAR guidelines. Provides invoice review and procurement Support. Works with the Division and CareFirst Procurement, Sourcing, Accounting, and Operations personnel to ensure expenditures are budgeted and properly obtained and recorded. Audit support as needed.

Education Level: Bachelor's Degree
Education Details: Accounting, Business Administration, Finance, related field or equivalent technical training
Experience: 8 years demonstrated progressively responsible work experience in accounting.
In Lieu of Education
In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Strong knowledge of CareFirst organization and financial systems and processes; FEP Government and Medicare contracting knowledge (FAR); in-depth knowledge of GAAP and STAT accounting rules. CPA licensure and/or MBA. Expertise in cost accounting allocations and methodologies; and working knowledge of Cost Accounting Standards (CAS); and experience with Oracle Financial and Hyperion applications.
Knowledge, Skills and Abilities (KSAs)
Financial and Business Analysis skills.
Proficient with financial analysis software (i.e., Oracle E-Business Suite Financials, Microsoft Office).
Proficient with database entry and query software.
Excellent communication skills both written and verbal.
