Senior Regulatory Compliance Analyst

CareFirst is seeking a motivated individual to join its Office of Corporate Counsel, which maintains high client satisfaction while providing a full set of sophisticated legal services across the CareFirst family of health insurance, health care, and other companies.  The successful candidate will have a minimum of 5 years’ experience researching, analyzing and interpreting state/federal laws in a heavily regulated environment, preferrable in health care and strong customer service and teamwork skills.   Candidates with fewer years of experience may be considered, with compensation to be commensurate with experience.  The successful candidate can work at either our Washington, DC or Baltimore, MD location.

The Senior Regulatory Compliance Analyst will conduct independent analysis and interpretation for complex statutory, regulatory rules and guidelines to ensure CareFirst compliance with state and federal requirements and will assist the CareFirst teams responsible for implementing legal and regulatory changes.  The successful candidate is one who thrives in a fast past environment, with excellent communication and written skills and who enjoys working with a team.


Analyze and provide interpretation of statutory, regulatory rules and other binding guidelines.  Provide clear well-written summaries of the requirements of newly enacted laws and guidelines that will enable CareFirst to comply with such laws and guidelines. Work with the attorneys in the Office of Corporate Counsel to effectively educate the appropriate areas of the company on the newly enacted laws and guidelines. Consistently maintain highly professional written and verbal interaction with all levels of staff within the company and with the attorneys and paralegals in the Office of Corporate Counsel.  Serves as the subject matter expert for the laws and guidelines.  Develop, implement, and manage internal processes to ensure that timelines for completion and dissemination of the legal analysis are met.

Business Support
Work with various areas of the company to provide guidance on the analysis of statutory, regulatory rules and guidance to ensure that those areas understand the legal requirements.  Assist attorneys in the Office of Corporate Counsel to provide responses to legal questions that arise with the implementation of statutes and regulations.  Participate in cross-functional meetings to provide statutory and regulatory updates. Collaborate with internal clients regarding solutions to address potential statutory and regulatory issues.

Special Projects
Provide research, investigative and analytic support on special projects.


  • Demonstrated expertise in analysis of complex laws.
  • Strong analytical, interpersonal, and written and verbal communication skills, 
  • Ability to follow instructions, to be flexible/versatile, and to work independently, 
  • Effectively communicate and provide positive customer service to every internal customer, including customers who may be demanding or otherwise challenging,
  • Ability to handle multiple projects simultaneously with effective time management skills

Education Level: Bachelor's Degree

Experience: 5 years’ experience in a compliance or analyst position.

In Lieu of Education
In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

  • Must be able to interpret insurance law and regulations.
